Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Timor-Leste is characterized by dynamic migration flows. The country is experiencing an increased rate of cross-border movement of people and goods as a result of steadily expanding trade and investment, rapidly increasing labour and student mobility, as well as growing cultural and economic ties with other countries. While the increased mobility brings many developmental benefits, it also poses border security challenges including transnational organized crimes.

The Immigration and Border Management (IBM) assessment conducted by IOM in February 2020 identified that the country currently lacks an effective Border Management Information System (BMIS), one of the critical elements for the management of cross-border movement of people while preventing, monitoring and responding to transnational organized crimes and other security threats. Currently the BMIS in Timor-Leste is largely fragmented with no inter-connectivity among different databases. Additionally, the system does not have inter-operability with external databases such as national and Interpol alert lists, and other national databases. The fragmentation of the system poses a critical challenge to the data integrity and security of the country.

The proposed project therefore aims at contributing to the government of Timor-Leste’s efforts to enhance its border management capacity through deployment of the Migration Information and Data Analysis System (MIDAS) at Migration Service HQ and four Border Crossing Points, as well as realizing the inter-operability with the Interpol and national alert lists.

Core Functions / Responsibilities:

Under the overall supervision of the Chief of Mission of IOM Timor-Leste and under the direct supervision of the Immigration and Border Management (IBM) Programme Manager for IOM Timor-Leste, the consultant will be responsible for providing technical advice to the Migration Service of the Ministry of Interior on IT aspects related to the installation of the BMIS at key country’s Border Crossing Points. The consultant will provide day to day advice and support on the subject matters outlined in these TORs.

The consultant, maintaining close coordination with the IBM Team of IOM Timor-Leste, will liaise with the IT Team of the Migration Service at Ministry of Interior and with other relevant stakeholders to support the coordination on IT aspects related to MIDAS. The activities the consultant will be responsible for will include, but not limited to, the specific tasks outlined below:

 Prepare templates and materials for new data/reporting procedures and review the content, materials and specifications of the project related to the IT components and equipment;

 Coordinate with MIDAS Team at HQs and IT team at Migration Service in Timor-Leste on the customization of MIDAS;

 Support coordination of IOM IBM programme activities with the Migration Service (e.g coordination with IT Team at Migration Service on activity planning related to IT aspects);

 Support the MIDAS team at HQs and IOM Timor-Leste in the delivery of trainings to border officials on equipment installation and IT-related matters;

 Support the MIDAS team at HQs and IOM Timor-Leste in the delivery ToT trainings to border officials Page 2 / 4 on how to operate the system;

 Support the MIDAS team at HQs and Migration Service’s MIDAS Trainers in the delivery of cascading trainings to border officials on how to operate the system;

 Throughout the consultancy, provide detailed technical assistance and support to the IOM IBM unit and Timor-Leste’s Migration Service Officers on IT-related aspects of the project; and undertake other tasks as requested by the supervisor.

Required Qualifications and Experience:

Education

– A masters degree in computer science, information technology, electrical engineering, or related field from an accredited academic institution with five years of relevant professional experience or;

– University degree in the above field or related fields with seven years of relevant professional experience.

Experience

– Familiarity with the thematic area of Integrated Border Management (IBM)

– Previous experience in working with any Border Management Information Systems (BMIS), on IT related components and/or Identity Management Systems desirable

– Knowledge of the Migration Information and Data Analysis System (MIDAS) is an asset

– Experience in developing training material for capacity building on IT components and IT system usage/best practices

– Experience in providing technical advice and recommendations for IT procedures and technology best practices

– Prior experience in working with governmental and non-governmental institutions on IT related matters and as well prior experience in working with IOM would be an advantage.
