Context:
Nature of the consultancy:
Advisory and training services on contemporary methods of Document Examination and Fraud Detection to the Border Guards of the National Security Service of the Republic of Armenia; Provide training at the Zvartnots International Airport and Bagratashen BCPs on effective use of the workstation of forensic examination of questioned documents.
Background information:
IOM is implementing a capacity-building project aimed at providing expert support to further strengthen the capacities of the Armenian BGT to tackle the security and migration management challenges and ensure alignment with international legal obligations, standards, and border management best practices. IOM will provide capacity-building and expert support to further development of the BGT training curricula, enhancing capacities of the Scientific Educational Centre in delivery of trainings on contemporary adult learning techniques, strengthening the capacity of border guards for document examination and fraud detection and the secondary line inspections.
Core Functions / Responsibilities:
- Developing modules for travel document/passport examination covering all steps of examination process, providing information on modern security features in the travel documents; developing gender-sensitive modules on contemporary methods of Fraud Detection with respective handouts and presentation materials.
- Train up to 100 BGT officers on the travel document/passport examination – Deliverable in Gyumri, Armenia.
- Train up to 15 BGT officers on effective use of the workstation of forensic examination of questioned documents.
- Conduct pre- and post- assessments to evaluate knowledge change of the trainees.
- Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion.
Required Qualifications and Experience
Education and Experience
Education
- Completed advanced university degree in a relevant field.
Experience
- Specialization in Document Examination and Fraud Detection.
- Other formal education as relevant for the assignment.
- At least five years of experience in a professional thematic consultancy.
- Proven experience in Document Examination and Passenger Profiling.
- Proven experience with international organizations and/or government structures.
- Experience in preparing and delivering training sessions.
Languages
Fluency in English is required.
