CONTEXT AND JUSTIFICATION

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to Governments and migrants.

Launched in September 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Program (MPRR) allows migrants who decide to voluntarily return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement.

In close partnership with state and non-state actors, the project provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to meet economic, social and psychosocial needs returnees.

It is in this context that IOM is recruiting a consultant to support data collection for the monitoring-evaluation activities of the MPRR project.

JOB DESCRIPTION

1. Tasks to be performed under the contract

  • Conduct telephone surveys with returned migrants to measure their level of satisfaction with assistance for voluntary return and reintegration;
  • Collect, compile, monitor and process any complaints from migrants;
  • Carry out field visits according to the needs identified by the project monitoring and evaluation team;
  • Ensure that all questionnaires are saved in the tablets and sent to the IOM database;
  • Ensure that monthly data collection objectives are met;
  • Assist program staff in planning and implementing surveys by participating in data collection and cleaning;
  • Support program staff in compiling monthly and interim reports by providing accurate and timely data;
  • Know and comply with IOM data protection standards;
  • Perform all other related tasks as requested by the supervisor.

2. Performance indicators for evaluating results

  • KOBO surveys completed according to needs and the quota defined monthly;
  • Monthly analysis of collected data;
  • Weekly reports on surveys collected and recommendations for monitoring vulnerable cases with reintegration and protection colleagues;
  • Field missions prepared and carried out (if necessary).

PROFILE

Education

  • University degree in Social Sciences, Statistics, Economics, from an accredited academic institution [1] or in a related field, with 02 (two) years of relevant professional experience or;
  • Secondary school diploma/certificate with 04 (four) years of relevant professional experience.

Experiences

  • Experience in project monitoring and evaluation;
  • Good writing and proofreading skills;
  • Experience in data collection desired, including conducting interviews/focus groups with migrants is an asset;
  • Experience using tablets and/or Kobo Collect, ODK Collect is an advantage.

LANGUAGES

  • Excellent oral and written command of French;
  • Good knowledge of a local language would be an asset.
