CONTEXT AND JUSTIFICATION

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to Governments and migrants.

Launched in September 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Program (MPRR) allows migrants who decide to voluntarily return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, the project provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to meet economic, social and psychosocial needs returnees.

It is in this context that the IOM is recruiting a consultant to support government coordination and implementation partners.

JOB DESCRIPTION

  1. Tasks to be performed under the contract
  • Ensure effective liaison and coordination with local authorities, technical ministries, partners, United Nations agencies, inter-governmental and non-governmental organizations, donors and other stakeholders relevant to the project;
  • Ensure coordination and compilation of meeting minutes;
  • Maintain a system for submitting project documents, exchanges, meetings and information;
  • Coordinate the recruitment process of consultants and implementation actors;
  • Ensure monitoring of the activities of implementation actors;
  • Carry out field missions in target areas for monitoring and evaluation of project activities;
  • Support the organization of training on return, reintegration and protection;
  • Provide logistical and administrative support to projects in coordination with the logistics and finance team, particularly through the preparation, submission and monitoring of correspondence and documents relating to projects;
  • Provide information and documentation necessary for the implementation of projects and contribute to the collection, analysis and sharing of relevant information/data on return and reintegration for dissemination to colleagues and parties relevant stakeholders;
  • Perform all other related tasks as requested by the supervisor.

2. Performance indicators for evaluating results

  • Coordination meetings organized with partners;
  • Meetings with implementation partners organized;
  • Reports ;
  • Field missions prepared and carried out (if necessary).

PROFILE

Education

  • University degree in Political or Social Sciences, International Relations, Development Studies, Migration, Law, Human Rights or related fields, from an accredited academic institution [1] with 04 years of experience professional, or;
  • Diploma or secondary school leaving certificate with 06 (six years) of relevant professional experience.

Experiences

  • Experience in project monitoring and evaluation;
  • Good writing and proofreading skills;
  • Experience in data collection desired, including conducting interviews/focus groups with migrants is an asset;
  • Experience using tablets and/or Kobo Collect, ODK Collect is an advantage.

Required Skills

  • Experience working in an international environment and liaising with various partners at all levels of the hierarchy;
  • Experience in liaison with Government Authorities and National and International Organizations is an asset;
  • Previous experience working with a UN Agency or other international NGOs is an advantage;
  • Have experience in migration and development;
  • Experience supporting all aspects of project management and knowledge of international standards is advantageous, preferably within the United Nations or international humanitarian field.

LANGUAGES

Required

  • Excellent oral and written command of French.
