Chad Area Manager At Norwegian Refugee Council

NRC is launching its new mission in Chad and is looking for a dynamic, motivated and qualified Area Manager who will actively contribute to the implementation of the emergency and humanitarian response in Eastern Chad, base in Adré in link with the country strategy.

Context

In April 2023, a large-scale conflict erupted in Sudan, causing massive displacement in all neighbouring countries. The total number of refugees has exceeded one million and Chad has so far hosted more than 500,000 Sudanese refugees and 100,000 Chadian returnees, or about 20% of the total displaced population. Since the beginning, the population fleeing the war has found a first security along the border areas with Darfur, then it was gradually relocated to refugee camps in the three provinces of the East. Of the 43% of the population relocated, 64% were transferred to camps in Ouaddai, 28% to Wadi Fira and 8% to Sila. The vast majority of the remaining population is currently in informal sites in Adre (Ouaddai), waiting to’relocate to the new camps.

Given the humanitarian needs and gaps, NRC intends to contribute to the emergency response by providing assistance to the refugee population relocated to the new camps in Ouaddai, including Metche, Ourang and Arkoum. The proposed intervention will focus on integrated programming in sectors where NRC can add value, Shelters, Education, ICLA.

NRC starts its humanitarian response of’urgence through these key competences in order to allow refugees and the host population, affected by the’ crisis to have access in an inclusive way to the quality of’ humanitarian assistance.

Role & responsibilities

The’objective of the position of sector manager (Area Manager) is to ensure a high quality and cost-effective program or project implementation in the designated geographical area.

  1. Hierarchical management of programme staff and support functions (and field office coordinators) in the area.
  2. Member of the country management group (CMG)
  3. Compliance and compliance with NRC policies, guidelines and procedures
  4. Provide specific comments for the area on Core Skills (CC) strategies, country strategy and’ action plan
  5. Organize meetings for the opening and closing of subsidies at the level of the zone
  6. Implementation of projects (including the’ support master budget and coordination of contributions to donor proposals and reports) in the area, including, in accordance with contractual commitments (i.e., quality, synergies, respect for deadlines,’ use of resources).
  7. To assess the needs, to develop emergency’ interventions and to implement’ intervention plans.
  8. Ensure optimal use of resources within the framework of project budgets and CC strategies
  9. Represent the NRC with key actors (nU coordination ; authorities ; NGO coordination) ; at the’ scale of the region
  10. To ensure that capacity building is provided to all staff in the region as a whole.
  11. Ensure the overall safety and security of personnel in the area
  12. Promote the rights of refugees, displaced persons and returnees in accordance with the advocacy strategy

Professional skills

We are looking for someone with previous experience deploying in a challenging context and with a tolerant approach and dynamic attitude.

  • Minimum of 3 years of’experience as a senior project manager in a humanitarian or recovery context
  • Previous experience working in complex and volatile contexts
  • Documented results related to the responsibilities of the position
  • Knowledge of own leadership skills/profiles
  • Mastery of English and French’, both in the’ and’oral

Context-related skills, knowledge and experience :

  • Contextual knowledge in Chad/Darfur
  • Experience in configuring’urgence programs
  • Experience in starting new country/area programmes

Behavioral skills :
