WHAT DO WE DO …
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
THE MISSION
The coordination team of the Solidarités International (SI) mission in Chad and Cameroon – merged and named Tchameroun – is based in Yaoundé. It is made up of a country director, program coordination (SERA coordinator and manager), an administration, HR and finance department (coordinator, deputies, assistants), a logistics department (coordinator and managers ) and a manager. SI Tchameroun also has three field coordinators (CT). This recruitment notice concerns one of the CT positions, the one based in N’Djamena and responsible for activities in Lake and southern Chad.
SI Tchameroun is present in the regions of Logone Oriental, Lac, Ouaddaï and Sila, in Chad, in the Far North (EN) of Cameroon, in N’Djamena and in Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out emergency assistance projects – distribution of BNA kits, monetary transfers -, strengthening livelihoods and access to water, hygiene and sanitation. It integrates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. In view of the needs identified, the mission is working to consolidate its positioning in the Far North of Cameroon and in the Lake, South and East regions of Chad. At the same time, monitoring is maintained in the two countries where there are multiple humanitarian situations.
Size of the mission (budget, number of expatriates and national staff):
- Bases and sub-bases: 8 including 6 operational, Makary, Maroua, Goré, Baga Sola, Adré and Goz Beïda.
- Number of national employees: 90.
- Number of international employees: 11.
- Budget 2023: around 4.5 million euros.
This recruitment notice concerns the position of co-coordinator of the cluster (or working group) dedicated to WASH in eastern Chad. It arises from a request from the donor ECHO to strengthen the formal and informal coordination of all the actors involved in the WASH sector in eastern Chad, in response to the various challenges generated by the influx of people. coming from Sudan, where they are fleeing conflict and hunger.
JOB DESCRIPTION
Main objective :
The co-coordinator of the WASH cluster (or working group) for eastern Chad (known as colead GT EHA) is responsible for providing an overall vision and advice to WASH actors. He/she will ensure the link and exchange of information between local and international organizations, donors and representatives of local authorities. He/She demonstrates leadership to improve the coordination of WASH actions in the area.
Main objectives of the position:
- Propose technical guidance in WASH to stakeholders working in the east, adapted to the context and according to the needs expressed.
- Create or update relevant data collection and restitution tools.
- Lead the network of WASH actors in the intervention area.
Main Challenges:
- Participate in supporting the overall WASH response in the area; plan interventions along the continuum from emergency to development.
- Encourage partners to collaborate more and identify opportunities for pooling in a context where resources are very limited, needs are enormous and access to water is complex.
- Participate in advocacy on the weakness of available resources in relation to the scale of needs.
Priorities for the first 2/3 months:
- Support the structuring of the coordination of WASH actors in eastern Chad and the implementation of the UNHCR “master plan”.
- Compile information to provide an accurate and detailed overview of WASH interventions in the region.
YOUR PROFILE
Training:
Initial training or significant experience in WASH and/or Masters in international development or project management
Experiences and technical skills:
- 3-4 years of experience in the humanitarian sector
- A first experience in a similar position
- Technical skills in water, hygiene and sanitation.
- Skills in coordination/network animation and leadership.
- Analysis and projection skills.
- Skills in writing and disseminating information.
- Great interpersonal skills, adaptability to different interlocutors.
- Responsiveness to context changes.
LANGUAGES :
- French, oral and written.
- Fluency in English and/or Arabic is an asset.
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2640 gross per month (2410 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 600.
SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
LIVING CONDITIONS :
Base of connection: Adré, regular travel to reception sites and camps and, possibly, other provinces in eastern Chad.
The GT EHA colead is one of three expatriates for SI in the east (and south) of Chad, with the log-admin and the CT. Many international NGOs and UN agencies have offices in Adré. Living conditions are simple; a few bars exist, sources of leisure are few.
Within the SI base in Adré (a single office/guest), the GT EHA colead will have an individual room and bathroom. The base is equipped: water, electricity, Internet, air conditioning, television.
MSF is based in Adré and provides immediate care in the event of illness. In the event of more serious health concerns, a transfer to a structure in N’Djamena can be organized.
SECURITY CONSTRAINTS
- The context of intervention in eastern Chad is experiencing community and ethical tensions. The proximity of the border with Sudan can cause additional tensions. The region hosts a large number of movements of people (nearly 750,000 in one year), particularly since the resumption of the conflict in Sudan in April 2023.
- The towns where SI bases/sub-bases are located are known to be quiet. Acts of crime have been noted there.
- For all movements on the ground, in the localities of intervention, security checks must be precise and the means of communication efficient.
- The authorities are monitoring humanitarian activities. It is essential to maintain good relationships and respect the rules relating to the communication of information on activities.
