Chad Education Program Development Manager At Norwegian Refugee Council

NRC launches its mission in Chad and is looking for a dynamic PDM’, a, motivated and qualified in the field of’education that will actively contribute to the implementation of the program of’education in emergency (EiE) in eastern Chad, based in Adre, Chad, and to develop the strategy of the NRC education sector in accordance with the country strategy.

Context

In April 2023, a large-scale conflict erupted in Sudan, causing massive displacement in all neighbouring countries. The total number of refugees has exceeded one million and Chad has so far hosted more than 500,000 Sudanese refugees and 100,000 Chadian returnees, or about 20% of the total displaced population. Since the beginning, the population fleeing the war has found a first security along the border areas with Darfur, then it was gradually relocated to refugee camps in the three provinces of the East. Of the 43% of the population relocated, 64% were transferred to camps in Ouaddai, 28% to Wadi Fira and 8% to Sila. The vast majority of the remaining population is currently in informal sites in Adre (Ouaddai), waiting to’relocate to the new camps.

Given the humanitarian needs and gaps, NRC intends to contribute to the emergency response by providing assistance to the refugee population relocated to the new camps in Ouaddai, including Metche, Ourang and Arkoum. The proposed intervention will focus on integrated programming in sectors where NRC can add value, Shelters, Education, ICLA.

NRC starts its humanitarian response of’urgence through these key competences in order to allow refugees and the host population, affected by the’ crisis to have access in an inclusive way to the quality of’ humanitarian assistance.

Role & responsibilities

The objective of the PDM Education post is the technical development of the sector, including strategic orientation and quality assurance, as well as the direction of the implementation of sectoral programming. PDM Education is also responsible for the supervision, training and technical capacity building of the personnel concerned.

  1. Develop an education strategy, technical guidelines and logical frameworks aligned with regional and global strategies and priorities.
  2. Provide constant technical guidance within the education sector.
  3. Contribute to the mobilization of funds by developing project proposals, budgets and donor reports.
  4. Coordinate and manage the implementation of education sector projects (activities, budget and project documentation) in accordance with proposals, strategies, contractual commitments and donor requirements.
  5. To ensure high technical quality, contextual relevance and integration in the implementation of the programme.
  6. Ensure that key lessons are learned from the implementation of the education programme and integrate them into sectoral and staff development processes.
  7. Provide systematic training and capacity building for technical staff.
  8. Represent NRC in forums/clusters and with national and local authorities, funders, other education partners and target communities.
  9. Promote the rights of children, refugees and other vulnerable populations affected throughout the project cycle.
  10. Comply with NRC policies, guidance and procedures.

Professional skills

  • At least 5 years of experience as a’expert education in humanitarian contexts
  • Experience working in complex and unstable contexts
  • At least 3 years of expertise as a senior executive or education specialist
  • Documented results in relation to the responsibilities of the position
  • Mastery of French, both written and oral, and good knowledge of English
