Acted Chad
Acted has intervened in Chad since November 2004 and in the Lake since 2011 where it has carried out emergency and resilience interventions with refugee, displaced, returned and vulnerable host populations.
Acted Chad has more than 130 employees and directs its operations from its national coordination base in N’Djamena.
With a regional coordination base in Bol and a sub-base in Daboua, the ACTED programs are currently taking place in the departments of Mamdi, Fouli and Kaya, in the Province of Lake Chad. The ACTED strategy combines an emergency response within the consortium of rapid response mechanism ( RRM ) through food assistance ( food / cash distribution and non-food programs, nutrition ) and shelter; and support for early recovery through programs to combat malnutrition and multisectoral approaches in Water, Hygiene and Sanitation ( EHA ), emergency education ( EiE ), disaster risk reduction ( RRC ) and livelihood strengthening.
Main roles and responsibilities
The country manager Investigations, Monitoring, Control and Evaluation is responsible for developing the development and implementation of a system of surveys, monitoring, appropriate and viable control and evaluation in line with the MEAL procedures ( Monitoring, Evaluation, Accountability and Learning ) of Acted’s overall strategy and ensures that Acted projects and programs are carried out as planned.
Main Responsibilities :
Coordination of MEAL activities
- Develop and regularly update the MEAL country strategy ;
- Develop and regularly update a MEAL work plan bringing together all the projects in progress and the planned MEAL activities ;
- Develop and supervise the implementation of an appropriate data collection and analysis tools, ( study questionnaires methodologies, discussion groups, interviews with key informants, etc.) and data / information dissemination / use plans ;
- Supervise the development, current modifications, strengthening and functioning of data management at the country level ;
- Supervise data analysis and production of MEAAL reports ;
- Supervise the provision of data to Project Development teams so that they use them in the preparation of reports to donors and other key players, if necessary ;
- With the collaboration of the Coordination, initiate the necessary surveys on needs in order to ensure the relevance of project proposals ;
- Contribute to donor project proposals and funding efforts ( particularly to the design of the logical framework and to the formulation of SMART ) indicators and to reports, by analyzing and interpreting the conclusions ;
- Provide, if relevant, to the partners involved and to the other institutions supported by Acted awareness and competence in matters of MEAAL ;
Management of the department and the MEAL team
- Guarantee that the staff of the department understands and is capable of assuming their role and responsibilities ;
- Guarantee a positive working environment and good team dynamics ;
- Set up regular staff assessments and monitor career developments.
Skills building and training
- Identify training needs for the MEAL team, discuss plans with coordination and HR for internal and external training, and implement them in accordance with the MEAL strategy and operational priorities ;
- Coacher, train and guide the MEAL officers with the objective of strengthening their technical capacities, exchanging their knowledge within the MEAL team and providing them with advice on professional progress.
Development of procedures
- Identify and design innovative practices to increase the effectiveness and efficiency of MEAL procedures and project management, and integrate them into the MEAL country strategy ;
- Put in place MEAL policies and procedures as described in the Acted MEAL procedure and ensure that the tools are used and applicable to the intervention context ;
Capitalization
- Contribute to the proactive dissemination and use of knowledge acquired through the activities of surveys, monitoring and evaluation ( MIAL ) among Project Managers, Technical Coordinators and Project Development Managers and Responsible ;
- Organize and facilitate training sessions in order to appropriate best practices and lessons when closing a project or when necessary ;
- Document and share lessons learned and best practices and ensure that the knowledge acquired contributes to the improvement of projects and influences the strategic development of future projects and activities.
Implement the beneficiary complaint response mechanism
- Establish, evaluate and monitor the functioning of the ( MGP ) complaint management mechanism for beneficiaries in line with the standard MGP procedures of Acted ;
- Ensure that beneficiaries’ complaints / returns are correctly entered, analyzed, addressed and dealt with in a timely manner and used by the Program and Coordination teams ;
- Supervise appropriate management of the central MGP database ;
- Work on the understanding and aptitude of the staff Acted, partners and contractors of the procedures of the MGP.
Others
- Provide supervisors and other team members with timely regular updates on project progress and challenges ;
- Represent Acted at high-level forums at the national level, as in the technical working groups MEAL ;
- Participate where possible in conferences and workshops concerning the MEAL and be up to date with best practices and new knowledge in the MEAL sector.
- Carry out any other associated activity entrusted by the direct manager.
Qualifications and skills required
- Higher Diploma in Political Science, International Relations, International Development, Economy or equivalent ( anthropology, sociology, statistics ) ;
- At least 2 to 5 years of experience in monitoring and evaluation of projects in humanitarian aid and / or development ;
- Experience in participatory assessments and project cycle management ;
- Excellent level of communication in writing as well as in oral in French and English ;
- Good organizational and communication skills with international and national staff and rural communities ;
- Ability to coordinate and manage a team ;
- Teamwork, ability to create a team spirit and build skills ;
- Flexibility, adaptability, organizational capacity, initiative.
Conditions
- Salary defined by the salary scale Acted according to the level of education, expertise, level of security and level of experience : between 2800 and 3000 € monthly net ( before income taxes )
- Monthly cost of living allowance 300 $
- Guesthouse accommodation and food supported by Acted
- Transport to the mission and return ticket fully supported every 6 months ( to the address specified on the employment contract )
- Visa fees covered by Acted
- R&R every 3 months ( plane ticket supported up to 500 $ + additional compensation of 200 $ )
- A week of departure preparation including 4 days of safety training in immersion
- Possibility of having a 30-minute call with a consultant in taxation
