PROGRAMME OVERVIEW
The Child Health and Mortality Prevention Surveillance (CHAMPS) site aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The area selected for CHAMPS in Sierra Leone is Bombali Sebora chiefdom in Bombali district. In the last one-year CHAMPS has been collaborating with COMSA in Bo district to collect mortality data on Under-five deaths.

MAIN JOB PURPOSE
The IT manager will be responsible and accountable for the smooth running of the projects computer and network systems within the limits of requirements, specifications, costs and timelines. The IT manager will supervise the implantation and the maintenance of the projects computing needs and also responsible for advancing it by implementing new IT systems and policies.
MAIN RESPONSIBILITIES OF JOB
- Oversee all technology operations and functions and evaluate them according to established goals
- Devise and establish IT policies and systems to support the implementation of strategies set by the management
- Overseeing and determining timeframes for major IT projects including system updates, upgrades, migrations and outages
- Maintain essential IT operations, including operating systems, security tools, applications, servers, email systems, laptops, desktops, software, and hardware
- Analyse the project’s requirements to determine their technology needs; research and evaluate emerging technologies, hardware, and software
- Inspect the use of technological equipment and software to ensure functionality, efficiency and compliance with relevant policies
- Track and maintain hardware and software inventory; create and maintain an up-to-date IT asset register and software management life cycle
- Identify the need for upgrades, configurations or new systems and report to project management.
- Assist with end user system updates and monitoring including; patch management spyware removal and testing, virus checking, backup of files and folders etc.
- Train employees on both software and hardware, troubleshoot, and provide technical support when needed; Provide user level technical support for end users, computers, printers, etc.
- Manage Meraki and surveyCTO subscriptions and any future IT subscriptions for the project.
- Monitor printers, copiers and ensure they are working correctly and getting regular maintenance and repairs when required
- Configuration of new computers or existing computers for new users as per the laid down organizational standards for computer setup
- Installation of wired and wireless local area networks
- Scheduling preventive maintenance of IT assets in all locations
- Ensure compliance with the GDPR and relevant privacy policies
- Provide 1st & 2nd line technical IT support for the local staff
- Liaise with the CDW as appropriate to support the resolution of users’ issues
- Produce follow up actions to issues and escalate as appropriate to CDW and the UK ITS team
- Work closely with the UK IT team to ensure that medium- and long-term IT problems are addressed
- Escalate more complex IT issues with CDW or ITS team to ensure the problem is managed to its resolution
This position will be based in Makeni with occasional travel to Freetown and Bo.
About you
Education
Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience
Experience
- At least 5 years of experience working in IT operations
- Experience leading and managing IT projects and rolling out IT infrastructures and services across various technologies.
- Experience with computer networks, network administration, and network installation.
Abilities
- Excellent working knowledge of computer systems, security and systems administration, databases and data storage systems
- Experience and knowledge in various networking concepts, including email, firewall, client servers and network security.
- Experience in Meraki systems, routers and O365 applications is highly desired.
- Knowledge of shell scripting languages and databases.
- Applicants must have good knowledge of MS Office Suite
- Ability to multitask and work well under pressure.
- Strong critical thinking and decision-making skills
- Excellent project management skills and strong ability to prioritize
- Must have strong interpersonal skills; ability to work as a team member and to lead teams both on operational and research levels.
- Willingness to work as a team and support colleagues professionally and courteously; ability to work under pressure with interruptions and challenging deadlines.
- Understanding of Cyber Security
- Experience with using and troubleshooting Outlook/Office 365 within a network environment (permissions, calendar sharing, and delegation)
