REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and recovery contexts. development. IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

COUNTRY PROFILE

A country ranked 163 out of 191 in the Human Development Index (HDI), Haiti is experiencing a deterioration in the socio-economic, political and security context which has recently contributed to exacerbating structural problems. This deterioration results in particular in the impoverishment of households, linked to a particularly high price inflation rate while the country depends 60% on food imports and the rise in insecurity.

Haïti est l’un des 10 pays au monde les plus exposés aux catastrophes naturelles. Le tremblement de terre de 2021, qui a frappé Haïti le 14 août a eu des effets dévastateurs sur les moyens d’existence des populations et sur les infrastructures du pays. De plus, au cours de l’année 2022, des troubles sociaux du fait de la crise du carburant et du coût de la vie ont parcouru le pays.

En pleine croissance, l’équipe d’IMPACT Haïti cherche un/e Senior SIG pour renforcer les compétences des collègues SIG de la mission ainsi que la stratégie SIG de la mission.

Dans le cadre de sa mission, le/la chargé/e d’évaluation sera accueilli par ACTED, partenaire mondial d’IMPACT, et sera sous la responsabilité directe et la gestion du directeur national d’ACTED et de ses délégués pour toutes les questions administratives, de sécurité, de logistique et de finance. Il/elle se conformera donc pleinement aux règles et réglementations d’ACTED en matière de sécurité, d’administration et de ressources humaines, logistiques et financières.

FONCTIONS

Sous la direction de la Coordinatrice Pays d’IMPACT en Haïti, le/la chargé/e d’évaluation est chargé/e de (non-exhaustif) :

  1. Gestion d’équipe et renforcement de capacités : Assurer la stratégie des projets SIG et le management hiérarchique de trois staffs SIG (un senior, un chargé, un assistant)
    1. Assurer la répartition des tâches au sein de l’équipe ;
    2. Développer les compétences, mettre en place des méthodes de renforcement de capacité ;
    3. Assurer le développement et le suivi de la stratégie pour les projets SIG.
  2. Gestion des cycles de projets, engagement et support technique interne : Assurer le développement des méthodes et supports techniques au travers de solutions SIG relatives à l’ensemble des cycles de projets d’IMPACT
    1. Assurer des contributions techniques dans les projets MSNA, HSM, ICSM (réalisations de cartes, préparations d’échantillons, suivi des échantillons, etc.) ;
    2. Assurer les réalisations techniques pour le projet DRR de création de cartes multi-aléas (réalisations de cartes multi aléas pour l’ensemble des admin1) ;
    3. Orientations techniques sur les choix et pratiques cartographiques pour l’ensemble des projets ;
    4. Pre-validation of products and guarantor of their quality;
    5. Potential Dashboard construction;
    6. Improvement of administrative boundary layers; updating the localities layer; construction of a diverse database on the context.
  3. Participate in the identification of logistical, HR and financial needs
    1. Frequent participation in SMT;
    2. Identification of HR, logistical and financial needs for SIG tasks and colleagues;
    3. Monitoring deliverables and responsible for the timeline of SIG colleagues.
  4. Engagement and external capacity building: Provide capacity building training in GIS and remote sensing for national and international humanitarian organizations in Haiti
    1. Preparation of training materials for external partners.
    2. Provide training to external partners (technicians, governments, NGOs, etc.);
    3. Participation and organization of IMAWG meetings when relevant;
    4. Meeting of government partners producing data;
    5. Presentations of IMPACT project results during relevant workshops.

REQUIRED CONDITIONS

  • Academic Excellent academic qualifications, preferably including a Master’s degree in the relevant discipline
  • Research skills Proven experience managing and analyzing geospatial information. Excellent spatial analysis skills; experience in remote sensing is an advantage
  • Software Skills : Advanced knowledge of ArcGIS and/or QGIS. Demonstrated knowledge of Microsoft Office, including Word, Excel and PowerPoint. Knowledge of R, STATA, python or equivalent statistical software is an advantage.
  • Years of professional experience At least 3 years of relevant professional experience. Experience in the humanitarian field highly desirable;
  • Team management skills Team management experience and skills highly desirable;
  • Communication and reporting skills Excellent communication and writing skills for effective report writing;
  • Ability to carry out several tasks at the same time within tight deadlines, over several research cycles;
  • Level of independence Proven ability to work independently;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility;
  • Familiarity with the humanitarian coordination system an asset;
  • Security environment Ability to operate in a complex and difficult security environment or previous experience in contexts with high security challenges an asset;
  • Language skills Fluency in French required, fluency in English is an asset

COMPENSATION AND BENEFITS

  • For this position, the salary is between 2,760 CHF and 2,880 CHF per month (before income tax), etc. as well as a monthly living allowance of 300 USD.
  • NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the education level of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff have to work in difficult locations where living and working conditions are much harsher than usual. elsewhere.
  • Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
  • R&R after 3 months (airfare up to $500 + $200 living allowance) if the duty station allows it.
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site safety training;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
