Overview of position

1.1 Building Envelope Qualitative Assessment.

1.2 Newly constructed high-rise office block (4 storey building).

1.3 Old Buildings Refurbished as Accommodation Blocks (2 Storey Buildings).

1.4 Newly constructed Low-Rise Buildings as Dining Room & Storage.

1.5 Multiple old Low-Rise Buildings Refurbished as Access Control & Support Services.

Role objectives

The Consultant shall advise the Engineer on the insurances held for the following:

  • Public Liability, as per the Conditions of Contract
  • Professional Indemnity, as per the Conditions of Contract
  • Equipment and Materials, as per the Conditions of Contract

Copies of certificates of insurances held by the Consultant are to be provided in the consultant tender

submission.

Investigations Timeline:

  • Consultant to conduct a desk study of the available limited information (2 weeks)
  • Conduct a specialist structural investigation measurements of the basic structural elements by means of Schmitt Hammer Tests, Ferrous X-Ray Scans and Section Ultra-Sound for columns, beams, slabs; establish member sizes, reinforcement type, size and distribution used, composition such as concrete strength etc. (3 weeks, inclusive of site visit, report preparation and recommendations by consultant).

Detailed Structural Investigation Requirements:

Site Investigations, testing and reporting:

The consultant shall undertake detailed site investigations for the building envelope. The consultant shall travel to and gather all the required documentation to assure compliance with the requirements of the project, specification and relevant codes of design. The consultant shall be free to comment on or make suggestion regarding the specification for tests required for our client’s Engineer’s consideration.

Method Statement:

Prepare a method statement and schedule (including start date and duration as itemised in the survey programme section. A copy of the method statement is to be provided to the Engineer no later than 2 days following commissioning of the Site Investigation.

Environment, Health & Safety (EHS) Risk Assessment:

Undertake an Environment, Health and Safety risk assessment prior to entering the site in accordance with current statutory requirements. A copy of this is to be provided to Engineer no later than 2 days following commissioning of the Site Investigation.

The consultant will be required to have considered the all potential hazards and determined suitable work methods and any controls required to manage potential hazards. The EHS risk assessment is to include an assessment on the risk to the general public and an emergency response plan. The consultant shall be responsible for notifying statutory authorities and emergency services such as police and fire department.

Scope of works:

a. To identify the occurrence of defects, it’s causes and methods of their elimination.

b. To measure the concrete strength of bearing surface.

c. To measure the bearing capacity of construction.

d. To provide technical assessment of structural integrity and strengths using the following testing

methods (as shall be advised by our client’s Engineer).

i. Visual inspection of existing structure and associated external works.

ii. Non-destructive testing

(a) Rebound hammer test for representative elements for slabs, beams, columns, stairwell walls and staircase, (in accordance with ASTM 805 requirement of 1 test area per 20m2 area). Refer to Appendix for the site layouts.

(b) Ferrous scan and ultrasound tests to establish and ascertain the as-built rebar for representative elements for slabs, beams, columns, stairwell walls and staircase (allow for generation of schematic reinforced concrete details for typical structural elements).

(c) Assessment of infill and structural load bearing walls (where applicable)

iii. Destructive testing – representative and suitably located concrete is NOT required

iv. Building envelope water leakages test/water penetration testing.

v. Loading Test is NOT required.

vi. Blast Resistance Threshold Assessment.

e. To prepare and provide a technical report detailing review of the ToR documentation and the final conclusion and recommendations.

f. Reproduction of all the “As Built” details for records and to aid any modifications and renovations as may be recommended by the client to suite requirements.

g. Prepare any additional technical recommendations, as may be required.

Compliance with Drawings and Specifications:

The Consultant will be deemed to have visited site and is satisfied that access is adequate and that the Site Investigation (and all work associated with the Site Investigation) is possible. Access to be agreed with the Engineer prior to commencement on site.

No consideration will be made for additional costs incurred due to access being other than that assumed by the Consultant at the time of tendering. The investigation is to be executed strictly in accordance with the latest drawings/sketches, specifications (this document) and invitation to tender (covering letter) provided by the Engineer. Appendix provides a copy of the mark-up drawing showing the location for investigation survey.

All survey/investigation and reporting work must comply fully with:

  • Internationally accepted Health and Safety at Work Act.
  • Internationally accepted Environmental Protection Act and any other relevant environmental statute.
  • Any other statutes, British Standards and Codes of Practice relevant to investigative site survey.
  • All relevant building standards and statutory requirements.

Key competencies

Education:

  • Bachelor of Science (Civil/Structural Engineering) is essential.
  • Charterrd with Professional Regulatory Body Registration at Consultancy Level is essential. Chartered with Professional Regulatory Body Registration at PE Level is derable.

Experience:

  • 10 Years Postgraduate in east African region is essential. experience in Somalia is desirable.

Languages:

  • Fluent in English is essential. Somali language is desraible.
