Main responsibilities and tasks
The Head of Mission represents the Organization and is responsible for planning, managing and implementing the country program on the basis of defined strategies and indications.
The Head of Mission manages and coordinates operations and human resources in the country and is responsible for :
Communication and representation
- Establish and maintain collaborative relationships with local authorities and institutions, donors, international agencies, NGOs and other stakeholders.
- Monitor, guarantee and control the procedures for recognition of the organization by the government, in accordance with the formalities of the host country.
- Monitor donor priorities and intervention strategies in the country, as well as identify and approach new donors.
Planning and implementation
- Define the country’s priorities on the basis of context and needs analyzes; monitor donor intervention strategies in the country; design, promote and develop new interventions.
- Evaluate, promote and submit new projects, following the procedures defined and promoting a spirit of beneficiary participation at all stages of management, ensuring transparency of the intervention
- Supervise, monitor and evaluate the implementation of operations in the country – and all administrative, financial, human resources aspects, related logistics and security – ensuring timely quality assistance, as well as cost-effectiveness and accountability, in accordance with the guidelines, INTERSOS and donor regulations and procedures.
Information and reports
- Appreciate, analyze and continuously assess the impact of operations in the country, in particular through periodic visits to intervention areas.
Finance
- Define the mission’s financial plan, ensuring self-sufficiency and consistency of expenditure, and assume responsibility for the management of mission funds, including bank accounts.
Human Resources
- Coordinate, guide and supervise mission personnel, and assess their performance
- Ensure respect for the values, the code of ethics and the management and control model of the INTERSOS organization within the mission
- Ensure that staff comply with the procedures provided for in the management and control model of the INTERSOS organization
- Proactively participate in relevant coordination meetings
Security
- Validation of all mission security plans
- Interaction on the country’s security issues with the headquarters ( refer to security ) and the actors concerned.
- Take final responsibility for any security decision
Profile required
Education
- University diploma in social sciences, political sciences, international relations, humanitarian and international cooperation or in a similar field.
Professional Experience
- At least 5 years of professional experience as Head of Mission or other management / coordination positions in humanitarian / development contexts.
- Proven experience in the management of United Nations and ECHO funds.
Professional requirements
- Excellent communication skills ( both orally and written )
Languages
- A thorough knowledge of French and English is required.
