Presentation of the Red Cross
As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.
At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management. Just as in the professions that’elle develops and implements in France, the French Red Cross at’international inscribes all its missions in a sustainable humanitarian action plan. This is reflected in an articulation of the activities of’urgency, post-emergency, crisis exit and reconstruction aimed at the best efficiency. The’objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

The French Red Cross (CRF) has been active in Chad since the 1970s, and has had a permanent delegation on site since 1998. From 2001 to 2009, the first actions carried out by the CRF focused on’access to’au and sanitation in the city of N’Djamena, France, then before S’extend in 2004 to the region of the Western Logone.
In 2010, the CRF set up an intervention to combat malnutrition in the province of Batha. From 2012, it re-focused its approach by integrating elements for improved food security and maternal and child health.
Today, the CRF still in cooperation with the Chad Red Cross (CRT) is present in the provinces of Batha,’Hadjer Lamis, Mayo Kebbi-Est, and in the city of N’Djamena, in close collaboration with the decentralized services of the’State. The main programmatic axes of the delegation are :
In the Batha :
- Strengthening the resilience of households vulnerable to FOOD and nutrition insecurity by the’operationalization of Mother Clubs. (CRT)
In the province of’Hadjer Lamis :
- Project to strengthen the resilience of communities in the prevention and management of acute malnutrition in the health district of Bokoro. (CRT)
In the Mayo-Kebbi East/West/Tandjile :
- Risk and Disaster Reduction « Strengthening the resilience of local communities and public institutions to the risks of’floods in the provinces of East Mayo-Kebbi and Tandjile ».
- Partnership Programmatic Pilot with the Italian Red Cross and’International Action of the Luxembourg Red Cross and the National Host Society
- Flood response project in East Mayo Kebi.
The FIU is embarking on a geographic repositioning to address nutritional security issues in provinces where the movement has established Mother Clubs and where nutritional indicators are alarming. This repositioning on nutrition/health/epidemiology themes is carried out for the next two years before a stabilization phase. The CRF works in collaboration with the movement to structure the capacities of the CRT via various actions such as project porting, support on finance, logistics and program themes, etc, operational structuring, etc.

General Mission of the DMI :
- Supervise, coordinate and ensure the implementation of the PACIN project in Chad ;
- Ensure the management of’information, monitoring,’evaluation and reporting ;
- Manage administrative, HR, financial and logistical monitoring of the project ;
- Ensure external coordination representation with other humanitarian actors, donors, the CR/CR Movement, and technical partners ;
- Contribute to or participate in humanitarian monitoring, coordination of response to responses, in the development, planning and development of the RCMP strategy in Chad
Missions and Activities
- Mission 1 : Supervise, coordinate and ensure the implementation of the PACIN project in Chad
- Mission 2 : Ensure the management of’information, monitoring,’evaluation and reporting
- Mission 3 : Manage the administrative, HR, financial and logistical follow-up of the project.
- Mission 4 : Ensure external coordination representation with other humanitarian actors, donors, the CR/CR Movement, and technical partners.

HIERARCHICAL AND FUNCTIONAL LINKS
- Hierarchical link : The/the PACIN project manager/fe works under the responsibility of the GRC coordinator. The teams for which he is responsible are composed of technical staff (1 Project Assistant, etc, 2 Hydraulic and civil engineers, 4 RCMP supervisors, 1 SERA officer, 1 logistician and 1 driver).
- Operational link : In-house collaboration with : The headquarters GRC technical reference.
- Collaborates internally with : Coordinators finance, logistics, human resources, partnership manager and reporting.
- Collaborates externally with : In the CR movement: Director of disaster management, Director of training, SAME manager, WASH manager, counterparts of other NSPs present in Chad, ICRC and IFCR. At the state level : Project coordination cell (CCP) of the town hall of Ndjamena, town halls of Ndjamena and the 9th arrondissement, road services, etc, the crisis management committees of the town halls, the Directorate of civil protection,’ANAM, the police, firefighters, the army through its Directorate-General military engineering, sectoral ministries (Territory planning, Water, infrastructure, Gender, territorial administration, etc.)
Candidate profile
Qualifications & experiences
Training in disaster risk management, Humanities, hydrology, environment, international cooperation or related topics – level : Bac+4.
Experience of’at least 3 years in the field of humanitarian’ and in the field of disaster risk management, disaster risk reduction of’ risk analysis and/or community mobilization.
Mandatory requirements for the position
- Confirmed professional knowledge and experience in the field of GRC, emergency preparedness and climate change adaptation (at least 3 years) ;
- Demonstrated experience in project planning, coordination and monitoring/evaluation ;
- Knowledge of administrative, logistical and financial management of projects ;
- Excellent writing and’analysis skills (documents, internal/external reporting, protocols, agreements, methodologies, …),
- Management skills (aptitude to team work and to’ listening, great ability to delegate, to’ and flexible in human relations, diplomat),
- Experience in coordination with technical, scientific and state actors ;
- Mastery of’computer and office tools (Word, Excel, PowerPoint),
- Respect for the principles of the International Red Cross and Red Crescent Movement: humanity, neutrality, unity, universality, impartiality, volunteerism, independence.
Skills and experiences appreciated :
- Knowledge of the context of the country in particular the management of rain and river floods ;
- Knowledge of KOBO tools ;
- Good ability to manage physical fatigue ;
- Ability to work under pressure ;
- Good capacity for initiative ;
- Good educational and negotiation qualities ;
- Autonomy, versatility, rigor, patience and flexibility ;
- Comfortable and flexible in institutional relations ;
- Experience in the management of projects financed by donors ( AFD, ECHO and BHA ).
Languages :
- French current essential ( in writing and oral ),
- Knowledge of a local language would be a plus.

Conditions of employment :
- Type of status: expatriate
- Type of contract: fixed-term contract under French law
- Salary: According to the classification of the position on the CRf grid and according to the experience of the candidate.e
- Perdiem: daily perdiem that varies by country
- Leave : 10 to 15 days minimum every 6 months – Billet d’avion 100% supported by the CRf for home travel
- Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
- MedEvac Insurance/repatriation: YES
- Other insurance : pension (death-invalidity)
