Job Purpose:
The Chief Executive Officer/CEO is responsible for the overall leadership, strategic planning, and management of International Humanitarian Relief’s programs, staff, operations, and partnerships in Northwest Syria. This role involves ensuring program quality and accountability, managing resources effectively, overseeing staff safety and security, and representing the organization to government officials, donors, international organizations, and the media. The CEO will direct the pursuit of strategic outcomes that emphasize the integration of humanitarian and development programming, leading to effective and accountable program delivery.
Key Responsibilities
Leadership and Representation:
- Cultivate professional relationships and represent IHR with government ministries, UN agencies, international donors and other NGOs.
- Maintain IHR as a preferred partner for international donors and develop strategies to elevate the organization’s profile and the needs of the people it serves.
- Collaborate closely with regional leadership and peers in the NW- Syria and Turkey programs to harmonize approaches to regional challenges.
Strategic Direction, Programs Quality, and Growth:
- Lead the formulation and execution of the 2023-2025 strategic plan and annual operational plans, ensuring alignment with the organization’s mission and long-term goals.
- Enhance the organization’s identity by integrating humanitarian and development aspects, thereby increasing efficiency and sustainability in responses.
- Secure and manage financing from diverse sources to ensure the delivery of safe and sustainable services to beneficiaries.
- Enhance the organization’s international presence by improving service delivery, incorporating innovative technologies, and modernizing operations in human resources, finance, and supply chain management.
- Develop and implement effective impact measurement methods for all projects and programs, facilitating timely enhancements and rigorous audits.
- Represent the organization at key local and international forums, promoting its values and maintaining a positive organizational image.
- Manage crises and challenges effectively with timely and strategic decision-making.
- Regularly assess and optimize the effectiveness of programs and projects with a focus on transparency and accountability.
Safety and Security Management:
- Oversee all aspects of safety and security for the country programs, ensuring that staff are prepared for and can respond to emergencies.
Staff Management, Learning, and Development:
- Oversee the development and management of staff, fostering a culture of learning and high performance with HR department.
- Following up with HR department implementing staff care and well-being practices, ensuring a healthy work-life balance and supporting interventions as needed.
- Following up with HR department the right recruiting of staff
Stewardship and Operational Management:
- Drive operational excellence across all functions including HR, finance, and supply chain to ensure optimal efficiency and compliance with IHR and donor standards.
- Monitor budget allocations and expenditures to ensure financial integrity.
- Making informed decisions to ensure smooth operations.
Qualifications and Required Experiences:
- Educational Background: Advanced degree (Master’s degree at least )in International Relations, Development Studies, Business Administration, or a related field.
- Professional Experience: Minimum of 10 years of progressively responsible experience in the humanitarian or development sectors, with at least 5 years in senior management roles overseeing multi-faceted operations in conflict or post-conflict settings.
- Leadership Skills: Demonstrated leadership ability to inspire and mobilize diverse teams towards achieving excellence in challenging and high-pressure environments.
- Strategic Planning: Proven track record in strategic planning and execution. Experience in designing and leading strategic initiatives that integrate humanitarian and development objectives.
- Financial Management: Extensive experience in financial management, including planning, budgeting, and financial reporting.
- Partnership and Relationship Building: Excellent skills in building and maintaining strategic partnerships with host governments, donors, international agencies, and local NGOs.
- Communication Skills: Exceptional interpersonal and communication skills, with the ability to effectively negotiate and resolve conflicts and to represent the organization at high levels.
- Cultural Sensitivity: High degree of adaptability to diverse cultural environments, with deep respect for local customs and practices.
- Security Management: Knowledge of and experience with developing and implementing security protocols and crisis management in unstable or high-risk environments.
- Language Proficiency: Fluency in Arabic and English proficiency is required; Turkish is highly desirable.

Qualification (Education/Work Experience)
Essential:
- Bachelor’s Degree: A minimum of a bachelor’s degree in a relevant field such as nonprofit management, public administration, social work, business administration, or a related area.
- 10 years experiences in related field includes:
- Leadership Experience: Extensive experience in leadership roles within the nonprofit sector. This could include roles such as Executive Director, Program Director, or other senior leadership positions in NGOs or similar organizations.
- Significant experience working in or with nonprofit organizations, understanding the unique challenges and opportunities of the sector, including fundraising, program management, and community engagement.
- Program Management: Proven track record in managing and developing programs that align with the organization’s mission and goals.
- Board Experience: Experience working with or serving on a board of directors, with a clear understanding of governance and strategic oversight.
- Arabic Language is Native.
- English language Advanced Level.

- MSc/MA in business administration or relevant field
