Organization’s introduction

UOSSM France is a non-governmental health and humanitarian organization. The organisation is committed to provide quality healthcare and humanitarian relief to victims of crises, with a particular focus on the Syrian context. Founded in early 2012, the organisation started implementing health-centric projects inside Syria in response to the Syrian crisis largely based on the commitment of medical doctors and members of the Syrian diaspora. Today, UOSSM is one the largest medical NGOs operating directly inside Syria. UOSSM France provides humanitarian assistance and medical care to all victims of war regardless of their religion, ethnicity, religious or political affiliation.

Position summary

We are currently looking for a CEO to join our team based in Paris. The successful candidate is meant to drive our organization’s operations to achieve its mission and target programmatic impact. The CEO will work closely with UOSSM France Board of Directors to develop high performing fundraising strategies, advocate for UOSSM France, and oversee the development and monitoring of high quality Programmes. The CEO will ensure effective implementation of the strategy, drive implementation and repot on results. Furthermore, the CEO is expected to supervise offices staff (HQ as well as field offices located in Erbil, Iraq and Gaziantep, Turkey), develop harmonized policies and procedures, and ensure UOSSM France financial sustainability.

The candidate should have adequate skills and qualifications and possess profound experience in designing and directing strategies that enhance and support organizational operations. Driven by a strong passion for the mission and UOSSM France’s programmes, the candidate should have proven abilities in programme creation, organizational funding growth as well as preparing complex budgets.

I. Roles and responsabilities

As the head of UOSSM France in Paris, the CEO will be responsible for:

1. Strategy and leadership

  • Define and establish a clear strategic plan for the whole organization (HQ and missions), in collaboration with the top management and the concerned staff and in adequation with the global strategic vision defined by the Board
  • Establish and implement action plans with HQ teams and Heads of mission to achieve strategic goals and objectives defined in the strategic plan
  • Report regularly to the Executive Bureau of the board of directors by providing clear and transparent reporting to enable them to follow operational progress of the action plan
  • Provide the Executive Bureau with trusted feedback and advice
  • Prepare and participate to the organization’s governing bodies (General Assembly, Board of Directors meetings, etc.)
  • Develop and ensure the organization financial model

2. Internal and external representation

  • Ensure the representation of the organization with authorities, institutional and private partners
  • Develop and lead collaborative relationships with stakeholders in the sector (NGOs, association collectives, etc.)
  • Develop and lead the advocacy work of the organization
  • Develop and maintain a strong positive brand reputation for the organisation

3. Management and administration

  • Plan, manage, and oversee the organization’s operations, programs, fundraising
  • Manage the different departments in HQ and Missions
  • Unite the teams around the values of the association
  • Maintain a close relationship with the field and engage the staff around the values of the organization
  • Inspire a professional, results-driven environment across the organization

II. Qualification, experience and skills

1. Academic background

[Required] MA/ MSc Degree or diploma in community development, business administration, non-profit management or related field

[Required] Proving track record of growing organizational capacity and programmatic impact

2. Professional / Practical experience

[Required] At least seven years of experience of prior executive experience or a comparable managerial position

[Required] Profound knowledge of Non-Governmental Organizations’ management

3. Skills and attitudes

  • Outstanding leadership capacity and team spirit, particularly including cross-cultural management dimensions
  • Strong drive to meet deadlines and cope with working under pressure
  • Excellent communication, negotiation and problem-solving skills
  • Works effectively and cooperatively with others ; establishing and maintaining good working relationships
  • Sets high goals for personal accomplishment and work hard to meet or exceed business goals while deriving satisfaction from that achievement and continuous improvement
  • A keen eye for detail and desire to probe further into data
  • An analytical mind and innovative thinking
  • Able to operate as a positive role model for the culture of the organization; principled and acts with integrity
  • French language native or near-native and ability to read, write and communicate professionally in English are mandatory
  • Arabic language skills are an asset
  • Readiness to travel (particularly to Turkey and Iraq; other countries as relevant)
