Chief of Party At Chemonics

Chemonics seeks a chief of party for the anticipated the USAID-funded Local Capacity Development activity (LCD) project in Vietnam. LCD will support the capacity of and engagement between sub-national government, local organizations, and other local stakeholders, leading to more transparent policymaking, effective implementation processes, and better delivery of services to Vietnamese citizens.

The chief of party will be responsible for providing technical leadership and administrative oversight to the program, managing activities and staff to ensure that the project proceeds effectively and meets its targets. This position will be based in Hanoi. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

· Serving as the primary point of contact with USAID/Vietnam with regard to day-to-day implementation and management matters relating to the award, and ensuring compliance with USAID, USG and GOV laws, regulations, policies and procedures.

· Establishing strategic partnerships with USAID/Vietnam, the Government of Vietnam, and relevant partners and stakeholders.

· Managing program communications with USAID/Vietnam and key stakeholders.

· Providing strategic leadership, vision and direction for the activity; strategic planning, including timely preparation of the biannual work plan.

· Mentoring activity staff, sub-awardees, and consultants to achieve expected results.

· Ensuring high quality standards of technical assistance and support to LCD’s partners.

· Other tasks as required to achieve the Program Objectives and Key Results.

Minimum Qualifications include:

· At least 10 years of progressively responsible professional experience in capacity building, local governance, decentralization, and/or other related fields, preferably in Vietnam and/or Southeast Asia.

· A master’s degree or equivalent in a relevant field such as international relations, political science, public administration is required; or a bachelor’s degree with at least 12 years of professional experience and six years of supervisory experience.

· Demonstrated experience in forming and leading coalitions, coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governmental representatives, donors, private sector enterprises, civil society organizations, NGOs and local partners.

· Knowledge and understanding of provincial government capacity-building needs in Vietnam are strongly preferred.

· Strong communication skills, including interpersonal and written and oral English, required.

· Demonstrated leadership, versatility, and integrity.
