Chemonics seeks a Chief of Party (COP) for the USAID Lishe (Nutrition) Project. The five-year $40 million project aims to strengthen health and food market systems that promote the adoption of optimal nutrition-related behaviors across a range of stakeholders in the Kigoma, Katavi, Songwe, Njombe, and Rukwa regions in Tanzania. This will be achieved by:

  1. Increasing the coverage of quality nutrition services in health facilities and the community level;
  2. Improving water, sanitation, and hygiene (WASH) services in communities;
  3. Improving the consumption of safe, nutritious foods; and
  4. Increasing the capacity of the councils to utilize data, plan, budget, and deliver quality nutrition services.

The Chief of Party will lead the team and oversee technical implementation, contract management, communications, and staffing and personnel management in compliance with USAID regulations and Tanzanian law. They will provide overall strategic vision and leadership in design and implementation of all technical strategies and serve as primary point of contact with USAID/Tanzania on daily implementation. They will oversee staff across Lishe (Nutrition) Project offices and remote postings. The Chief of Party will be based in Dar es Salaam, Tanzania, and report to the Chemonics-Washington-based PMU Director.

Key Responsibilities:

  • Provides overall leadership, management, and technical direction and serves as primary liaison with USAID on strategic, managerial, and technical matters, including decision-making and solving programmatic problems in a timely manner.
  • Serves as face of the project, developing and maintaining rapport with government counterparts, USAID, and other donors and international organizations.
  • Leads work planning, performance management, learning agenda, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan and other project deliverables.
  • Ensures efficient systems to support the program, including subcontract management, financial, capacity building, performance monitoring, and reporting.
  • Establishes an inclusive office environment that encourages integrity, honesty, open communication, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Oversees nutrition and health systems senior technical advisor, water and sanitation senior technical advisor, nutrition and food systems senior technical advisor, nutrition governance senior technical advisor, senior finance and operations director, and MEL/CLA director.

Qualifications:

  • Master’s degree in nutrition/public health, program/project management, or a related field from an accredited university; a focus on inclusive development, particularly youth and gender focused, is preferred
  • At least eight years of senior-level management experience in designing, implementing, and managing programs of similar size, complexity, and setting
  • At least eight years of experience working with a range of government, civil society, and bilateral/multilateral donors
  • Proven track record of using evidence and performance data to improve quality and impact of nutrition, WASH, and/or food security programming in sub-Saharan Africa
  • Prior experience in building and maintaining productive working relationships with a wide network of institutional stakeholders, including national and local governments
  • Familiarity with USAID rules and regulations and U.S. Government development initiatives and processes; experience in budgeting, procurement, and financial management preferred
  • Fluent English required; fluent Swahili preferred
