Heifer has worked in Nepal since 1957 and has had a permanent corporate office in the country for the past 25 years. Heifer’s economic growth work in Nepal has been funded by its own funding from private donations and work with all donors from USAID, European donors, multi-lateral banks, foundations, private sector partners and the Nepali national and local governments. Our technical assistance projects cover everything from small holder farmers, cooperatives, to women empowerment, local government development, environment, youth employment, entrepreneurship, SME development and value addition for livestock and agriculture products (everything from post- harvest handling, packaging to market linkages).

Chief of Party Nepal – Proposal

Heifer International is currently seeking a Chief of Party for the upcoming 5-year USAID-funded Nepal Agricultural Transformation activity. The position is contingent upon award, with an anticipated total value of $25-30 million.

The fulltime Nepal-based Chief of Party will be responsible for the overall management and representation of the project.

Under his/her leadership, the lead a team to the successful implementation of the following four project components 1) Agricultural productivity, competitiveness, and diversification increased; 2) Enabling environment for private sector investment in agriculture and equitable access to market systems improved; 3) Climate and economic resilience of women, youth, and marginalized communities enhanced; and 4) Capacity of national agricultural research institutions and extension systems strengthened.

Roles and Responsibilities:

The roles and responsibilities include, but are not limited to, the following:

  • Technical leadership and administrative oversight of the project and will serve as the principal institutional liaison to the donor and local government entities.
  • Strategic leadership and supervision of sub-grantees and sub-contractors while ensuring outcomes and sustainability of the project.

Preferred Qualifications:

  • At least ten (15) years of experience in international development work managing all integrated aspects of complex programs of similar scale, with a particular emphasis on agriculture programming
  • MBA or a Master’s degree in Agricultural Economics, Business, International Development or other related field is required
  • At least 8 years of supervisory experience in building and effectively supervising a diverse team.
  • Previous experience with projects of a similar magnitude and complexity; previous work experience on USAID-funded projects is preferred.
  • Prior experience working in Nepal, Asia or developing country context
  • Demonstrated management, leadership, decision making and interpersonal skills with host country government staff, local and donor counterparts, and other implementing partners.
  • Strong understanding of agriculture policy, agriculture economics, private sector agribusiness, and agriculture investment enabling environment;
  • Strong understanding of agricultural market systems and value chain approaches;
  • Experience working with agricultural value chain actors including producer and farmer associations, marketing groups, input suppliers, agribusinesses and rural development NGOs/CSOs.
  • Proven record of accomplishment in capacity building of agribusinesses and producer groups, including professionalization of management, improving access to finance, and strengthening market linkages;
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
