Chief of Party At World Vision

World Vision is seeking a Chief of Party (COP) for an anticipated five-year United States Department of Agriculture (USDA) Food for Progress program in Mongolia. The program’s objectives are (I) to increase agricultural productivity and (II) to expand access to trade through local, regional, and international markets. This project will focus on promoting climate-smart livestock production practices in Mongolia. The ideal candidate will have a strong background in livestock production, project management, and a demonstrated ability to work collaboratively with diverse stakeholders.

This activity is a 5-year program worth approximately USD $20 million – 39 million. The project is anticipated to commence in October 2024.

Here’s where you come in:

As Chief of Party, you will provide overall vision, technical expertise and administrative leadership for the program and serve as the project’s representative with USDA, the government of Mongolia and other key stakeholders. You will ensure high quality and timely submission of program deliverables.

You will bring expertise in the following:

  • Livestock production expertise with deep understanding of livestock production systems including climate-smart practices, to guide program activities.
  • Improving productivity and trade of agricultural products through facilitation of climate smart agriculture (CSA) practices and integrated market system strengthening.
  • Sanitary and phytosanitary (SPS) harmonization and compliance with international standards, including experience working with public, private, and civil service organizations in policy development, implementation, monitoring, and surveillance.
  • Trade facilitation – including through the aligning of policies, practices, and infrastructure with the WTO Trade Facilitation Agreement (TFA).

This position is contingent upon funding and donor approval.

Requirements include:

  • Advanced degree in Livestock systems, Agricultural Economics, Business, Trade, or other relevant fields of study related to the project.
  • Minimum 10 years of professional experience in similar positions relevant to the project’s results and objectives, required for its successful implementation. This experience should include agricultural market systems; trade; international food safety standards; sanitary and phytosanitary measures improvement; and an understanding of policy, economics, and trade issues in these sectors.
  • Minimum 10 years of progressively responsible experience in international development project management (USAID program management required); previous Chief of Party, Deputy Chief of Party, or Head of Programme in the development field is expected.
  • Experience managing donor funded programs, particularly USDA Food for Progress programs.
  • Fluency in oral and written English.
  • Ability to travel within Mongolia
