CHIEF OF PARTY, EL SALVADOR At CARE USA

CARE seeks a Chief of Party (COP) for the anticipated USAID-funded Financial Inclusion in the Northern Triangle – Economic Empowerment through Digital Transformation activity. The activity will contribute to CARE’s strategy of working within human rights, gender equality, and diversity approaches, to address the root causes of poverty, inequality and forced displacement in Northern Central America.

The activity has been formulated in response to USAID El Salvador’s focus on addressing U.S. foreign policy priorities and related development challenges including governance; crime and violence; economic growth and integration; lack of economic opportunities for likely migrants; low-quality education for the most vulnerable; and climate change and high vulnerability to natural disasters.

The anticipated 4-5year activity will utilize market-based interventions to generate sustainable inclusive economic growth and opportunity in El Salvador. through digital financial inclusion, with a focus on micro and small enterprises (MSEs), remittance recipients and vulnerable populations, particularly those in urban and peri-urban areas of the country. Through collaboration with multi-national and local financial services providers, the activity will accelerate the use of digital and electronic payments from consumers, increase MSE access to credit and use of technology, and improve the experience of remittance senders and recipients, increasing speed, reducing transaction costs through digitization and the creation of a robust digital payments ecosystem.

The Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience in program management financial, and operations experience in the financial inclusion, entrepreneurship, and digital space as well as a track record leading gender focused initiatives. As the most senior representative of CARE in El Salvador, the COP will need to be an adapt partnership manager and capable of engaging effectively with a wide array of stakeholders spanning the public, private and civil society sectors. Experience managing relevant programs supported by USAID is a requirement.

Location: San Salvador, El Salvador

Specific duties and responsibilities:

· Provide strategic guidance to consortium partners responsible for implementing various project components.

· Provide leadership to technical experts and bring dynamic leadership for effective implementation to achieve desired outcomes.

· Act as CARE’s principal representative in El Salvador and coordinate with CARE’s legal representative and administration teams in the Guatemala office.

· Act as the main focal point for USAID and government stakeholders at national level.

· Develop, track, and adapt project workplans in consultation with consortium members.

· Oversee financial management as per USAID and CARE policies.

· Ensure program activities are implemented on schedule and within the approved budget.

· Develop, supervise, and manage a diverse group of experts and program staff.

· With staff and partners, translate project goals and objectives into implementable strategies and plans.

· Oversee the timely and accurate preparation and submission of all project reports and deliverables as specified in the agreement.

· Motivate teams to deliver results by establishing a strong team dynamic, open communication, and leading by example. Promote diversity, equity, inclusion, and belonging in internal operations, management, and program implementation.

· Monitor the progress and pace of project implementation, ensuring that the potential of the program is fully realized through the promotion of high-quality work and internal control.

· Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.

Qualifications:

· Ten (10) years or more of progressively responsible experience in international development as Chief of Party, Deputy Chief of Party, or senior, private sector management experience on financial inclusion, MSE, entrepreneurship or related programming Experience with USG or other similar development projects focused on digital financial inclusion, financial product development, payment systems, and remittance services, preferably with understanding of the financial services context in El Salvador.

· Master’s degree in international development, business, economics, or a related field.

· Demonstrated commitment to principles of Gender Equity and Diversity, as evidenced in previous management positions and programming. Strong understanding of gender dynamics in El Salvador or similar context.

· Demonstrated ability to be collaborative, creative, and innovative.

· Proven leadership skills and demonstrated experience recruiting, developing, and managing local and international staff and consultants.

· Demonstrated ability to build robust, partnerships with financial service providers, chambers of commerce, fintechs and other private sector companies.

· Demonstrated ability to build and maintain partnerships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

· Experience working in El Salvador is strongly preferred.

· Fluency in written and spoken Spanish and English.

· Ability to travel to project areas as required.

· Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).

· Background in management consulting or advisory services a plus
