CHIEF OF PARTY, ETHIOPIA At CARE USA

CARE seeks a Chief of Party (COP) for the anticipated USAID-funded Health Project in Ethiopia. The anticipated Empowered Communities Activity focuses on strengthening the understanding, ownership, accountability, and quality of RMNCAH-N services. This activity should identify opportunities and solutions to strengthen women and girls’ involvement in decision-making that affects how RMNCAH-N services are delivered or adapted.

Position Description:

The COP will provide technical leadership, administrative oversight, and day-to-day management of the activity. S/he will have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills, and both oral and written communication and presentation skills to fulfill the diverse technical and managerial requirements of the activity. The COP will have technical and management responsibility for donor relations and reporting, stakeholder engagement, financial management , compliance, and team building .

This position will be based in Addis Ababa, Ethiopia , and is contingent upon award and donor approval. The application deadline is 19 th May 2023 .

Primary Responsibilities:

  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
  • Develop and maintain an effective relationship with USAID to implement the award.
  • Managing and coordinating activities as set forth in the approved technical approach and implementation plans, considering maximizing value for money.
  • Maintaining contact with MOH counterparts (central, regional, district, and community level), other USAID and non-USAID funded partners working in the health sector in areas that are affected by or will affect donors, and other stakeholders relevant to this Activity to coordinate activities and information exchange.
  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting pro cesses. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
  • Build partnerships among international, national- and community-level stakeholders.
  • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
  • With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
  • Represent the project at high-level meetings, conferences, and other fora.
  • Guide team members to fulfill the project’s strategic goals and objectives .
  • Supervise and mentor senior staff, delegating responsibilities as appropriate . Clearly communicate expectations for staff performance.

Required Skills:

  • Progressively responsible professional development experience, a significant portion must include managing international health projects in a developing country, with several years including general management experience.
  • Demonstrated experience in institutional capacity development/systems strengthening in public health and in working effectively with a broad range of counterparts, including high-level government officials and organizations.
  • Experience managing similar projects in challenging development and highly unstable environment s .
  • Strong communication skills, including interpersonal, presentation, written and oral English .
  • Demonstrated leadership skills and experience building and maintain ing productive working relationships with a wide network of institutional partners and stakeholders, including high-level host country governments and international agencies.
  • Proven track record of building teams and fostering collaboration to achieve goals, meet milestones and produce quality results.
  • Demonstrated experience in program management and administration, financial management and award contractual compliance. Experience in sub-award management is preferred.
  • Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).
  • Ability to travel within Ethiopia as required and as security conditions apply.
