USAID/West Africa Expand Family Planning and Sexual and Reproductive Health Activity (ExpandPF) aims to support replication and scale-up of key FP HIPs (i.e., immediate postpartum family planning, post-abortion family planning, adolescent responsive contraceptive services, task sharing, community health workers, and knowledge, beliefs, attitudes, and self-efficacy) in urban and peri-urban centers, with targeted service delivery in Cameroon, Côte d’Ivoire, Mauritania, and Togo.
The Chief of Party (CoP) will be responsible for technical leadership, management and administrative oversight, and overall coordination and successful implementation of the ExpandPF activity.
They will serve as principal institutional liaison with USAID; MOH and other key stakeholders. They will manage staff and ensure ExpandPF meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under ExpandPF.
Technical Leadership
- Provide strategic direction for the project. Develop and update the project strategic approaches, ensuring that programmatic directions are technically sound, evidence-based and consistent with international priorities.
- Ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are completed in a timely fashion and meet the highest quality standards.
Program and Operations management
- Provide leadership and direction to monitoring and evaluation strategies, frameworks, plans and indicators to capture project performance and results.
- Lead a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.
- Develop, monitor and revise budget pipeline and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.
- Manage funds and approve expenditure in accordance with Pathfinder International and USAID procedures, cost principles, and regulations.
Manage Partners and Sub Awardees
- In coordination with Pathfinder International Contracts Officer, contract with and manage local individuals/organizations for identified tasks according to USAID and Pathfinder International procedures.
- Manage and coordinate activities of subcontractors and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.
- Ensure capacity strengthening of staff and partners is an intrinsic part of project activities.
Representation and Liaison with Donor and key stakeholders
- Cultivate and strengthen positive, productive relationships with USAID, partners, Ministry of Health and other governmental agencies ensuring that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets.
Compliance
- Work with Pathfinder International Headquarters to implement and monitor policies and procedures that improve efficiency and quality.
- In collaboration with project staff, establish and maintain the ongoing administrative and financial operations of project offices, ensuring compliance with Pathfinder International’s policy and USAID contract provisions.
- Partner successfully with Pathfinder’s financial, technical, and operations backstop business units to share project progress, learning and challenges, maximize interface of activities across countries and projects and to receive timely support to address needs.
Education and Work Experience:
- A Masters’ Degree or higher in public health, social sciences, health systems, environmental health, management, or a related advanced degree.
- Extensive experience interacting with local governments, international organizations, other development activities key stakeholders.
- Demonstrated experience with building and maintaining effective partnerships and leveraging resources with development stakeholders.
- Fluency in French (4S/4R) and English (4S/4R) are required.
- In-depth knowledge of public and/or private health systems and the latest professional developments in FP/RH.
- Demonstrated management skills working with complex programs involving short deadlines, multiple tasks, intense pressure to perform, and coordination with multiple partners.
- Thorough understanding of and ability to analyze financial documents, projections, expenditures, and accruals.
- Excellent diplomatic, interpersonal, and communication (written and verbal) skills.
- Demonstrated capabilities in institutional capacity building, and high-level strategic visioning and leadership.
- Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.
- Demonstrate supervision experience of senior staff and technical experts.
Preferred Education and Work Experience:
- Demonstrated international credibility as a leader in Family Planning and Reproductive health, health service delivery strengthening and advocacy in developing countries.
- Significant operations and financial management experience in developing countries.
- Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.
- Demonstrated supervision experience of senior staff and technical experts.
Travel Requirements:
- At least 35% local and International travel
