Chief of Party (Expatriate) USAID/Georgia Data-Driven CLA Support Services At SoCha LLC

Background

SoCha intends to submit a proposal for the USAID Data-Driven Collaborating, Learning and Adapting (CLA) Support Services in the Republic of Georgia. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Georgia and its partners to improve program management and development impact in Georgia. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Georgia, USAID/Georgia requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate CLA approaches within USAID/Georgia and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners, and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

SoCha is looking for a highly qualified expatriate to fill the role of Chief of Party (COP). The successful candidate will be nominated as Key Personnel as part of the bid process and onboarded on successful contract award to SoCha and donor approval.

Scope of Work

SoCha seeks an experienced COP to provide overall and day-to-day management of contract performance and coordination and communication with USAID activity managers. The COP will ensure that activities are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the scope of work.

The COP responsibilities include the following:

  • Lead client relations with the USAID Contract Officer’s Representative, Program Office, technical offices, and front office to collaboratively develop learning plans and define priorities.
  • Oversee the execution and delivery of technical work under the contract, including the design, development, and implementation of performance and impact evaluations, sector assessments, baseline assessments, research and analysis, and performance monitoring.
  • Convene stakeholders and facilitate workshops and learning events to promote the effective use of knowledge and information by USAID and its partners.
  • Manage CLA capacity building/training activities for Mission staff, IPs and other Mission stakeholders, including curriculum and materials development and facilitating the activities.
  • Oversee the project’s financial and administrative operations.
  • Assure the quality of the services provided under the contract.
  • Ensure compliance with the terms of the contract, including the timely submission of quality deliverables including work plans, analytical products, learning events, evaluations and assessments, and financial reports.
  • Coordinate with SoCha’s home office as required.
  • Champion process improvement, program adaptation, and capacity enhancements in CLA.

Minimum Qualifications and Experience

  • A master’s degree or higher in social sciences, international development, or a related field.
  • Ten (10) years of relevant experience in progressively responsible positions.
  • Experience working on USAID-funded projects.
  • Proven experience managing multi-year, multi-million-dollar projects.
  • Understanding of how CLA improves USAID’s programs.
  • Excellent writing and communication skills in English.
  • Demonstrated experience liaising with high-level public-sector representatives.
  • Proven ability to respond quickly to on-demand analytical tasks, including research design, data analysis, and delivery of high-quality reports and briefings.
