Chief of Party, Honduras Transforming Market Systems (TMS) Activity
ACDI/VOCA is seeking a dynamic Chief of Party for the USAID-funded Honduras Transforming Market Systems (TMS) Activity. Honduras TMS is a flagship program with a budget of $49.5 million that fosters competitive, resilient, and inclusive market systems that provide increased economic opportunities to incorporate poor, marginalized Hondurans and reduce incentives to migrate.
The Chief of Party will provide overall technical and administrative leadership for the Activity and will serve as the primary authority for decision making related to this award. They will monitor progress to ensure program goals and reporting requirements are met on time and within budget, complying with USAID and ACDI/VOCA policies and procedures. The position is based in Tegucigalpa, Honduras.
Responsibilities
- Provide overall technical vision, leadership, and project management
- Act as the project’s key liaison with the home office, USAID/Honduras, government counterparts, private sector stakeholders, subcontractors, institutions, and other local partners to exchange information, share learning, and maintain professional relationships
- Serve as senior legal representative in Honduras, with responsibility for ACDI/VOCA’s country presence. This includes country registration and the maintenance of legal, tax, and business relationships with the Government of Honduras and donors in the country, as well as oversight of shared country office resources such as staff, equipment, and facilities
- Ensure day-to-day technical and financial performance of the project in accordance with the scope of work, budgets, annual work plans, and USAID rules and regulations
- Deliver high-quality work plans, periodic reports, and other technical and financial documents in a timely manner, setting targets, keeping track of costs and expenditures per activity, and ensuring an efficient monitoring and evaluation throughout the progress of the Activity
- Facilitate associativity, empower MSMEs, link them to promising value chains, work with anchor firms, and build a stronger enabling environment to foster market systems in support of economic development in Honduras
- Utilize managerial tools and frameworks that improve the ability of the team to achieve the goals successfully and sustainably in a manner that is consistent with the project’s market-led, facilitation-based, locally driven and adaptive management approach
- Coordinate the development of the project’s evolving theory of change and track progress towards core indicators and learning objectives
- Develop systems that support the collaborating, learning, and adapting (CLA) approach, including establishing a culture of adaptive management
- Foster inclusive economic growth by engaging the private sector and the government in a participatory manner
- Actively propose and justify strategic adaptations in response to project learning and shifts in the marketplace to maximize the scale and sustainability of its impact and the value of USAID’s investment
Qualifications
- Bachelor’s degree in economics, finance, marketing, business administration, agribusiness, or related field is required; master’s degree preferred.
- Minimum 10 years’ experience in technical advisory and management of programs targeting market systems development, business enabling environment, agribusiness, and SME growth.
- Previous experience as a Chief of Party, Project Director, Team Leader, or similar senior management position for projects in Latin America, preferably in Honduras, is highly desired.
- Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders.
- Demonstrated experience with the CLA approach is desired.
- Strong leadership, presentation, and communication skills required.
- Fluency in English and Spanish required.
