Chief of Party/IDIQ Director At Chemonics

Chemonics seeks a Chief of Party/IDIQ Director for the upcoming $50-100 million USAID Armenia EG Single Holder IDIQ and its initial task order for a $25-50 million Food Security activity. According to the USAID Business Forecast, the RFP for this EG Single Holder IDIQ is likely to be released together with an RFTOP for the Food Security activity, which will be the first task order under the IDIQ. This EG Single Holder IDIQ will cover multiple areas for USAID/Armenia’s EG portfolio, including but not limited to disaster resilience and recovery, food security, and others. The Food Security activity will specifically aim to increase domestic production of critical agricultural value chains to increase food security and reduce dependence on imports. The IDIQ and initial task order are both listed on the USAID business forecast with an anticipated solicitation release date of March 18th, 2024.

Responsibilities:

The COP/IDIQ Director will be based in Yerevan, Armenia. They will be the primary point-of-contact, both for the EG Singler Holder IDIQ and Food Security activity, for all matters of the contract and will:

  • Lead a diverse team of international and local experts to achieve activity targets, produce high-quality deliverables, and nurture partnerships with key stakeholders and other donors.
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters.
  • Manage productive working relations with the Armenia government counterparts and entities and effectively coordinate with other donors.
  • Coordinate closely with Home Office on all program-related matters.
  • Support the Deputy Chief of Party for the Food Security Activity and other program staff in activity development; stay informed on the local political, legal, and economic situation and adapt the program accordingly.
  • Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners.
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID and other stakeholders

Qualifications:

  • Prior experience managing food security, agriculture, economic growth and trade, and/or disaster risk management projects in the South Caucasus.
  • Minimum 10 (ten) years of experience managing donor-funded, preferably USAID, programs.
  • Demonstrated technical expertise and an interest in food security, agricultural value chain management, and/or disaster preparedness and resilience.
  • Ability to work in a complex implementing environment and establish strong working relationships with various stakeholders, including government officials, private sector stakeholders, and donor communities.
  • Master’s degree or equivalent.
  • Fluency in English with excellent oral and written communication skills required. Fluency in Armenian/Russian is a plus.
