Background

NRC started working in South Sudan before the country’s independence in 2011 and operates in Central Equatoria, Western Bahr el Ghazal, Northern Bahr el Ghazal, Warrap, Jonglei, and Unity states while it responds to other locations through the mobile Rapid Response Mechanism.

NRC seeks an experienced Chief of Party for the anticipated upcoming USAID South Sudan Integrated Youth Engagement Activity (IYEA), a Multi-Year Youth Program to be implemented in Eastern Equatoria, Jonglei, Unity, Upper Nile and Western Bahr El Ghazal States of South Sudan.

Responsibilities

The purpose of the Chief of Party is to provide the overall vision and leadership of the intervention; lead and supervise the technical work component of the Consortium Management Unit, and ensure that the Activity completes all deliverables and produces results on a timely basis.

The Chief of Party will:

  1. Accountable for well-organized planning and implementation of program activities, as well as changes in program direction as needed.
  2. Accountable for efficient use of resources and achievement of results.
  3. Establish, maintain, and coordinate successful relationships with numerous stakeholders and partners.
  4. Responsible for the development of staff capacity and guidance to senior technical staff and program teams.
  5. Accountable for budget projections, spending, and reporting in accordance with donor and NRC requirements.

Implementation

  1. Ensure that Activity deliverables and results are met according to schedule, in a cost efficient way, and with the highest quality;
  2. Oversee technical strategy development and implementation, annual work planning and program implementation;
  3. Ensure that budget projections, spending, and reporting are in accordance with USAID and consortium members’ requirements;
  4. Oversee efficient use of resources and achievement of results and coordinate programmatic and budget revisions;
  5. Coordinate and supervise the recruitment of the Consortium Management Unit.

Coordination

  1. Liaise with identified program staff of the consortium members in smooth implementation of program activities;
  2. Ensure proper external and internal Consortium coordination;
  3. Serve as the principal liaison with USAID, the host country government at all levels, the international donor community in the country, and all project stakeholders;
  4. Coordinate relationships with consortium partner organizations, including organizing of review/planning workshops;
  5. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation of the project.

Qualifications

  • A master’s degree from accredited university.
  • Minimum of seven years of progressive management responsibility in international relief and recovery projects, with strong experience in projects focused on economic recovery and youth development. Two years of additional applicable experience can substitute for a master’s degree.
  • Substantive experience working in conflict and post-conflict environments.
  • Proven leadership skills managing projects of a similar size and scope in developing countries, preferably USAID funded similar projects.
  • Demonstrated leadership of teams and local partners, with prior Chief of Party experience preferred.
  • Knowledge of and familiarity with USAID policies, rules and regulations.
  • Demonstrated ability to work effectively with government representatives, private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
  • Humanitarian response, conflict mitigation, or other related field experience required, prior experience effectively managing USAID funded projects preferred.
  • Demonstrated people management experience, including recruiting, developing and managing performance.
  • Experience in organizational representation, coordination and liaison.
  • Fluency in English, both written and verbal
  • Strong written and verbal communication skills, with the ability to represent the Consortium to internal external stakeholders.

Context/specific skills, knowledge and experience:

  • Knowledge of the context in South Sudan is an advantage
  • Experience in advocacy work
