Chief of Party – Multisector Integrated District Development Program At Save the Children

Save the Children invites applications for the above mentioned position for an anticipated three-year USAID-funded Multisector Integrated District Development Program. This program will work to strengthen resilience in host communities affected by the Rohingya refugee crisis through fostering economic and social prosperity. The program will work with national and local institutions with focuses on building the capacity of people, communities and local institutions in the host communities in the areas of skill building, livelihood diversification, water and sanitation and natural resources management.

The Chief of Party reports directly to the Director-Food Security and Livelihood. Qualified women are strongly encouraged to apply. Minimum requirements will be flexible for the potential female candidates.

This position will be located in Cox’s Bazar and is contingent upon donor approval and funding.

The Opportunity

The Chief of Party is the key leadership role for this project and will be responsible for managing all aspects of the program including meeting the objectives while providing overall technical, administrative, operational, and logistical management, with a focus on achieving the results defined in this three-year cooperative agreement. The Chief of Party is responsible for developing a strong, integrated and coherent vision for a multisector integrated development program with focus on resilience strengthening for the host communities in combination with livelihood, skill building and natural resource management. The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results and will act as the key liaison between USAID/Bangladesh, Government of Bangladesh officials, and other key stakeholders.

The Chief of Party will oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan. S/he will provide management guidance and support to ensure smooth and timely start-up and implementation of project activities as per the approved project plans. S/he is expected to lead and/or participate in strategic and high-level policy forums and meetings with various actors and advocate for broader multisector development issues for host communities. S/he will ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required.

Qualifications and experience

  • Minimum of 10 years of progressively responsible work experience in managing and implementing multi-sectoral livelihood programs, holistic youth development programs, or integrated youth resilience programs.
  • At least 4 years of work experience senior management role in Asia (preferably within Bangladesh)
  • Proven senior management experience in multisector integrated programs, livelihoods, NRM, and resilience related projects. Previous COP experience will add value.
  • Demonstrable experience of program management and leading, mentoring and professionally developing diverse teams.
  • Financial management skills, including budgeting and budget management.
  • Familiarity with USAID regulations and policies; experience managing complex contracts and agreements, USAID operating procedures, regulations, and reporting requirements is required.
  • Demonstrated understanding of and commitment to youth development and gender equality approaches and strategies
  • Demonstrated skills building and maintaining relationships with the Government, Donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Proven experience building capacity of local NGOs, including community-based groups, networks and government bodies.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  • Excellent oral and written communication and interpersonal skills in English
  • Previous experience with the culture and context of South Asia/Bangladesh is strongly preferred.
