Chemonics seeks a Chief of Party for the anticipated 5-year USAID-funded South Caucasus Regional Water Management Activity. This five-year program will strengthen formal and informal ties between Georgia, Armenia, and Azerbaijan on transboundary cooperation and water management issues as well as implement technical interventions to improve practices at the grassroots level in the communities located alongside border areas. This activity will set an example of successful regional cooperation on shared priorities, mitigating conflicts, and contributing to peacebuilding in the South Caucasus. This activity will also concurrently address social, economic, environmental, and climate change concerns in the region. The activity is anticipated to have the following objectives:

  • Develop transboundary environmental and water management networks at various levels across the South Caucasus
  • Improve harmonization of South Caucasus stakeholders’ approach to transboundary water governance
  • Introduce new technologies, approaches, and economic models to incentive communities to rationally use water in a manner that demonstrates the benefits of improved water resource utilization across boundaries
  • Respond and enhance emerging opportunities for regional environmental cooperation

We are looking for individuals who have a passion for making a difference in the lives of people around the world. This position will be based in Georgia, Armenia, or Azerbaijan.

Responsibilities:

  • Provide overall leadership, management, and technical direction for the project, in coordination with USAID/Caucus
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges in a timely manner
  • Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems
  • Apply expert understanding of Water Management considering the sensitive nature of transboundary relationships between Armenia, Azerbaijan, and Georgia; local capacity strengthening of service providers, authorities, and stakeholders; rapid analyses to inform Water Management programming; and, research and learning
  • Liaise with and maintain effective working relations with senior Government officials of partner countries, stakeholders, international organizations, private sector partners, NGOs, civil society, U.S. Government agencies, and USAID Missions
  • Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures
  • Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners

Qualifications:

  • Advanced degree in areas related to water resources, management, sustainable development, environmental science, engineering, or combined work and education experience in a related field
  • A minimum of 10 years of senior-level experience in the design, implementation, and management of USAID projects, preferably on global or regional programs
  • Ability to scope and plan interventions in response to changing contexts and conditions, in close coordination with USAID
  • Proven record of building teams and fostering collaboration with diverse stakeholders to achieve project goals, meet project milestones, and produce quality project results
  • Ability to engage and build and maintain relationships with a variety of stakeholders in a manner respectful of local culture and customs
  • Demonstrated leadership, versatility, and integrity
  • Experience in the South Caucasus region preferred
  • Fluency in English required, additional language skills preferred
