IRI is currently recruiting for the position of Chief of Party (COP) for an anticipated five-year USAID funded civil society activity in Tunisia expected to begin in 2023. The goal of this activity is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector.

The Chief of Party will be responsible for providing overall vision, leadership, and guidance for the project. The COP will serve as the project’s main point of contact for USAID/Tunisia, Tunisian government institutions, and local implementation partners. The COP will manage the project team and will be responsible for overall project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met. This will be a full-time position based in Tunis with project-funded travel to other regions of Tunisia. The position is contingent on project funding and funder approval. The ideal candidate will have experience working with civil society organizations in Tunisia or other similar contexts, and experience overseeing organizational capacity development activities as well as knowledge of best practices in advocacy, stakeholder engagement, and strengthening partnerships among civil society organizations, and among civil society and the public and private sectors.

Position Requirements:

  • Undergraduate degree in political science, international relations or related field. Masters preferred.
  • Nine+ years of professional experience in democratic governance and politics, preferably working directly with civil society organizations, NGOs.
  • Strong written and oral communication and presentation skills.
  • Demonstrated management experience including ability to motivate and manage staff.
  • Demonstrated experience working with civil society, assessing and enhancing organizational and advocacy capacity, mentoring, and coaching.
  • Demonstrated financial management experience in developing and administering program budgets.
  • Ability to prepare, present, and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donor communities.
  • Ability to communicate skills and experience to others as a trainer, advisor, or technical consultant; sensitivity to working in advisory role with local organizations.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Willingness to travel within Tunisia a significant amount throughout the year.

Primary Functions & Responsibilities:

  • Serve as the project’s main point of contact for USAID/Tunisia, Tunisian government institutions, and local implementation partners.
  • Provide strategic and technical leadership for the design and implementation of project activities.
  • Supervise, manage, and mentor the project’s Tunisian staff, in close coordination with IRI’s Tunisia Resident Program Director.
  • Provide support and direction for the provision of technical assistance and the management of grants for local partners, including the development of capacity-building tools and tracking systems.
  • Oversee the implementation of all project activities ensuring consistency with grant work plans and objectives.
  • Oversee program budgeting, financial management, and compliance.
  • Oversee monitoring, evaluation, and reporting of program activities; promote a culture of learning and adaptation across the project and partners.
  • Performs other duties as assigned.
