Chemonics seeks a chief of party for the Partnership Fund for a Resilient Ukraine (PFRU) programme. The programme has been designed collaboratively, with the Government of Ukraine (GoU) and participating financing partners, including the United Kingdom, Canada, the United States, Switzerland and Sweden. The programme design draws on international evidence on stabilisation programming, and research conducted specific to the context in Ukraine. The purpose of the Fund is to support the long-term sustainable development of communities affected by Russia’s violation of international law and human rights in Ukraine, prevent further escalation of the conflict, increase the resilience of communities in eastern and southern Ukraine and help to prepare the conditions for social, economic and political reintegration. The PFRU and its delivery partners will implement activities covering economic growth, service delivery and dialogue promotion. The programme will begin in late 2020 and run for at least three years. The chief of party position will be based in Ukraine, with regular travel across eastern and southern Ukraine. Please be advised that this role is contingent on award.
The chief of party will be responsible for overseeing and achieving overall project objectives and leading the programme team and partners to deliver results. They will also ensure adherence to client, stakeholder and counterpart requirements and ensure alignment to Chemonics’ best practices.
They will manage all workstreams, covering the following technical areas; economic growth, service delivery and promoting peace and reconciliation- with a need to undertake regular assessment of the broader political environment within which the project operates to ensure flexibility and rapid reprioritisation of activities when necessary. Key responsibilities:
- Representing the programme externally and managing relationships with key stakeholders, including government counterparts, whilst ensuring that Chemonics policies and best practices are adhered to
- Leading a team of technical experts to ensure the main elements of the programme are delivered accurately, on time and to budget
- Ensuring contractual deliverables are met, identifying risks and providing solutions
- Overseeing contractual and financial matters with donors and key partners
- Reviewing, editing and quality assuring technical deliverables, outputs and regular programme reporting
- Overseeing all technical aspects of the project and participating, as required, in presentations, briefings, and outreach events
- Overseeing the development and implementation of the Theory of Change, logframe and MEL plan
- Ensuring good relations with other donor agencies in Ukraine and local implementing partners
- Ensuring good, frequent, and direct communications with the Chemonics UK Head Office in London and client representatives
Experience, Skills and Qualifications
- Strong political awareness with existing networks across central and regional government in Ukraine
- 10+ years of related experience in similar contexts
- High level strategic vision and project leadership capability, preferably with experience in managing complex activities involving coordination with multiple stakeholders and partner institutions
- Proven leadership in the design, management, implementation, monitoring and evaluation of donor funded programmes
- Demonstrated ability in managing large and dispersed teams in-person and remotely.
- Deep knowledge and nuanced understanding of the conflict dynamics in Ukraine and the situation with regards to Donbas and Crimea
- Experience overseeing the disbursement of grants or funds to partner organisations
- Prior experience as either a Team Leader, Chief of Party, Country Director or similar, ideally with donor organisations
- Demonstrated leadership, versatility, and integrity
- Fluent in Ukrainian and English, Russian language also an advantage
