Chief of Party, USAID DDI Building Evidence for Decision-Making (BE4D) Activity At EnCompass

Position Description

EnCompass seeks Chief of Party (COP) candidates for an anticipated ten-year United States Agency for International Development (USAID) Bureau for Democracy, Development, and Innovation (DDI) Building Evidence for Decision-Making (BE4D) activity. The BE4D Activity will provide USAID/DDI and other Operating Units with technical assistance to incentivize evidence use for decision-making via monitoring, evaluation, and learning (MEL) and collaboration, learning, and adaptive management (CLA) services.

In addition to providing overall leadership, day-to-day management, and technical direction, the COP will have experience working in buy-in mechanism and task order management, performance management, evidence-based decision-making, quality control, and project learning, preferably in the USAID context and with Collaboration, Learning and Adapting (CLA) practices. The COP will provide overall management of contract team members, consultants, and subcontractors, as well as for the effective, efficient, and timely implementation of all contract activities in compliance with the contract.

We are looking for someone who can facilitate learning and build relationships, with high political acumen and strong conflict prevention and management skills. They must be an inclusive leader, who can navigate change with flexibility and emotional resilience. The ideal candidate will have demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. They will understand how to foster a culture of continuous improvement and learning and will maintain high self-awareness and personal improvement skills.

The position will be full-time and be based in Washington, D.C. with possible travel internationally.

Position Duties and Responsibilities

The COP will lead the Activity, providing technical guidance to and supervising national staff and international consultants. The COP will be the primary point of contact with USAID/DDI staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).

Essential functions:

Administration/Management:

  • Serve as the main point of contact for the activity, with the Task Order COR and Activity Managers, providing vision, direction, leadership, and management for the contract.
  • Provide technical, operational, and managerial oversight to all aspects of the Activity to ensure all activities, and deliverables are executed with quality and timeliness
  • Ensure that activities implemented under the Task Order are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW.
  • Manage concurrent activities; set interim milestones for completing deliverables; hold staff (including across subcontractors) accountable for interim milestones and final deliverables; and ensure high-quality technical services/deliverables.
  • Support rapidly allocate high-quality staff to meet all activities
  • Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
  • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables and targets

Technical:

  • Responsible for the overall technical direction of the activity, ensuring quality and timeliness of all deliverables
  • Provide expertise in the core functions of the Activity, as well as guidance on how to promote evidence use beyond just delivering MEL/CLA services.

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned

Qualifications

Academic Qualifications

  • Bachelor’s degree and 10 years’ experience; Master’s degree and 8 years’ experience in international affairs, humanities, or social sciences, or a related field required

Experience and Skills

  • Demonstrated excellent written and spoken English language skills
  • Demonstrated experience with project management and effective budgetary/cost control
  • Demonstrated ability to think strategically and communicate effectively with a diverse range of stakeholders
  • Strong interpersonal skills and ability to establish and sustain professional, collaborative relationships
  • Demonstrated ability to manage a large, complex contract given buy-in mechanism nature of this contract
  • Demonstrated Strong management skills to be able to effectively deliver against responsibilities outlined above and to ensure the delivery of high-quality contract activities, excellent customer service, and contract oversight.
  • Demonstrated excellent communication skills to foster open, transparent, and collaborative communications with the Government.
  • Demonstrated ability to foster transparency and trust with other partners.
  • Demonstrated expertise in the core technical areas relevant to this contract such as program design, performance monitoring, evaluation, and CLA
  • Demonstrated experience promoting a culture of evidence use beyond just delivering MEL/CLA services
  • Able to obtain the Facility Access Clearance.
