Proposal Summary:
MSI is preparing to bid on the USAID/ESC Tertiary Anti-Violence Activity. This activity aims to provide gang-involved youth with tailored interventions that reduce their risks of re-engaging with gangs, strengthen the criminal justice system, pilot secondary and tertiary anti-gang interventions, and incentivize youth against joining gangs and lead them to positive life outcomes.
Position Summary:
MSI is seeking a long-term Chief of Party, who will be responsible for providing strategic guidance, technical leadership and ensuring overall oversight and implementation of the anticipated USAID/ESC Tertiary Anti-Violence Activity. The position will be based in the Eastern and Southern Caribbean region. Specific countries of focus may include Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Trinidad and Tobago.
**Please note: We prefer citizens of Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Trinidad and Tobago, but all ESC country nationals are eligible to apply.**
Responsibilities:
- Provide overall leadership, technical oversight, quality control, management, and thought leadership to the project.
- Oversee program implementation; collaborate with potential Country Managers, USAID/ESC and key Caribbean government stakeholders in ministries that oversee portfolios related to youth, gender, courts, corrections, and police; program partners; public and private sector organizations; service providers, and youth to address program objectives.
- Support and supervise staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program.
- Coordinate with MSI Home Office and USAID counterparts to ensure program compliance with MSI and USAID regulations and requirements.
- Support design, implementation and monitoring and evaluation of pilot programs through grants.
- Foster and maintain excellent and effective relationships with USAID and other donors, including Eastern and Southern Caribbean government officials.
- Produce effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables.
Qualifications:
- A Master’s degree or higher in youth development, law, international peace and security, education, economics, or public administration or a closely related field.
- Minimum of 10 years of progressively responsible experience designing, implementing, and managing programs sponsored by USAID or other donors (of which at least 5 years’ experience leading project in the ESC region).
- Experience with USAID preferred.
- Demonstrated expertise in the areas of positive youth development, crime and violence prevention, anti-gang programming, citizen security, or criminal justice reform.
- Demonstrated excellence in strategic management and experience managing complex programs across multiple sites.
- Strong leadership skills and demonstrated ability to manage and motivate teams.
- Excellent oral and written communication skills in English.
