Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Chief of Party (COP) position on an anticipated U.S. Agency for International Development (USAID)-funded program Georgia. The goal of this project is to increase government accountability and responsiveness to citizens by enhancing the effectiveness and independence of governing institutions, strengthening the ecosystem for preventing and combatting corruption, and empowering citizens to hold the government to account. This will be achieved by increasing effectiveness and independence of governing and oversight institutions; increasing effectiveness and transparency of the anti-corruption system; and strengthening capacity of civil society and private sector coalitions to impact policy making and demand accountability.
Position Description: The COP will be the principle point of contact in Georgia for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. S/he will be the primary liaison with USAID/Georgia on technical matters and must adjust activities and operations in response to USAID/Georgia technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
The COP’s primary responsibilities are aimed at providing overall leadership, management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments. This is anticipated to be a full-time position based in Tbilisi.
Qualifications:
* Master’s degree or higher in policy, political science, international relations, or a related field;
* At last ten (10) years of demonstrated, progressively responsible experience in the successful implementation of public administration, institutional capacity building, anti-corruption, or policy and governance reform programs;
* Exceptional managerial skills and demonstrated experience in managing donor-funded projects of similar size and scope; USAID/USG experience preferred;
* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector;
* Familiarization with policy and governance reform in Georgia;
* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;
* Proven experience navigating complex and high-pressure operating environments;
*Proficiency in written and spoke English is required; Georgian fluency preferred.
