Counterpart International is currently seeking a Chief of Party (COP) for the anticipated USAID Ocean and Coastal Activity in Senegal focused on fisheries management, conservation and biodiversity and strengthening use of natural resources, economic growth, value chain development and job creation. This is a full position based in Dakar, Senegal and will serve the live of the project.
Responsibilities
The COP will be responsible for overall project strategy and leadership, technical direction and vision, oversight, quality assurance, management and compliance, and maintaining relationships with stakeholders and USAID. The COP will be responsible for ensuring the timely submission and quality of all project deliverables, identifying obstacles and risks related to implementation and suggesting appropriate adjustments to the home office and the donor. This position requires senior-level program management experience with USAID or other donors. The COP will be directly supervised by the Counterpart HQ senior practice area director, and will collaborate across various departments with Counterpart’s HQ in Washington DC.
Qualifications
- Bachelors’ Degree required; Advanced degree in biodiversity conservation, fisheries and natural resource management, marine biology, and/or other related fields preferred.
- Minimum of 15 years of progressively responsible experience in international development, preferably in Senegal and/or West Africa.
- Experience supervising teams of diverse staff and demonstrated leadership capacity and motivational skills;
- Previous experience managing USAID-funded programs highly preferred;
- Demonstrated program management and organizational skills in managing, implementing, and monitoring effective program budgets, finances, and personnel of projects of a similar scale and scope;
- Demonstrated experience in working effectively with the social, political, economic and cultural context of Senegal and/or West Africa;
- Expertise in cross-sectoral programs relating to natural resources management, value chain development or markets systems, is preferred;
- Demonstrated experience in working effectively with senior government representatives at the local, municipal, and national level, private sector actors, USAID representatives, donors, and other stakeholders;
- Demonstrated ability to meet deadlines and deliver quality outputs;
- Experience with adaptive management approaches preferred.
- Excellent oral and written communication skills in English and French required.
