Chief of Party, West Bank/Gaza Improve Livelihoods and Enhance Economic Development (ILEED) At Global Communities

Global Communities is seeking a Chief of Party (COP) for the anticipated USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to climate change through livelihood development.

The COP will lead and oversee the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources. Responsibilities

The COP is responsible for overall program implementation, strategic vision, and outcome achievement. The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project. S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the COP will be responsible for communications with USAID, for publicly representing the project, and for liaising with government and other institutions/stakeholders on issues related to resilient livelihoods in Gaza.

Specific Responsibilities include the following:

  • Leads the technical and administrative implementation of the project, ensuring that established project results and targets are achieved.
    • Leads the development of annual work plans and identification of priority activities.
    • Ensures that project activities adhere to technical and quality standards and are delivered on time and within budget.
    • Sets the overall strategic and technical direction for the program.
    • Responsible for the day-to-day management and oversight of project staff, operations, administration, and activities.
    • Ensures project deliverables are met, including overseeing timely submission of high-quality program reports to the donor.
    • Ensures 100% compliance with donor and organizational policies and regulations.
    • Oversees management of project partners and sub-contractors, ensuring that partners and sub-contractors meet established targets and deliverables.
  • Manages a team of dedicated project staff.
    • Responsible for the day-to-day management and development of project staff, ensuring staffing is appropriate to the needs of the project as well the safety and security of staff.
  • Establishes and maintains strong relationships with donor and other external stakeholders and partners.
    • Serves as primary point of contact with the project donor; responsible for formal and informal donor communications.
    • Establishes and maintain strong relationships with relevant local and international organizations, government agencies, Syrian partners, and the private sector to ensure sound implementation of activities funded by USAID.
    • Serves as the principal project liaison with USAID, external stakeholders, and Global Communities headquarters staff.
  • Undertakes all other duties and projects as may be assigned from time to time.

Qualifications:

  • Master’s degree in international development, sustainability, law, or any other, or another field relevant to the Activity.
  • At least ten years of experience in managing and leading large, complex resilience/humanitarian assistance activities in developing countries.
  • At least three of the ten years of experience must be in building resilient communities programming.
  • Experience maintaining relationships with a broad range of stakeholders such as donors, implementing partners, non-governmental organizations and private sector entities.
  • Strong verbal and written communication, analytical, interpersonal, organizational, and team management skills.
  • English language proficiency, including excellent English communication skills and advanced writing capabilities.

Desired Qualifications:

  • Arabic language skills.
  • Experience in managing similar programs in the Middle East and North Africa (MENA) region.

Salary determinations are made based on several factors including experience, qualifications, location, internal equity, and budget.
