IOM seeks to advance overall transition towards Results-Based Management (RBM), moving away from activity-based management. Systems, culture and training must be adapted, and communication strengthened between corporate efforts at Headquarters (HQ) and Regional/Country Offices.

In particular, IOM seeks to:

  • mainstream RBM across the organization through the identification of corporate targets and measurable indicators;
  • improve results-based planning at institutional, Regional and Country Office levels;
  • improve results reporting; and,
  • ensure that IOM learns from its results and adopts a culture of integrating lessons learnt.

Such mechanisms will improve the organization’s efficiency, service delivery and provide for connectivity across IOM through optimal use of core resources and pave the way for IOM’s transition towards adaptive management.

Under the direct supervision of the Internal Governance Coordinator (IGF) and overall supervision of the Chief of Staff, the Chief of Results-Based Management Unit will perform the following functions:

Core Functions / Responsibilities:

  1. Lead the enhancement of core functions, processes, outputs, and services to effectively monitor and report against IOM’s Strategic Vision, and other key institutional frameworks such as the Global Compact for Safe, Orderly and Regular Migration and the Sustainable Development Goals through the RBM Framework.
  2. Lead efforts to ensure the RBM Framework is fully utilised at regional and country level and is linked to other internal monitoring systems, to promote consistent reporting across IOM that is coherent with core institutional frameworks and UN reporting systems.
  3. Support the IGF Coordinator and ODG to identify strategic directions and priorities, based on results gathered through the RBM mechanisms; formulating and delivering its outcomes; and producing a work plan for RBM based on clear and concrete deliverables. Provide strategic advice for the development of reporting systems and processes to enhance results-based monitoring and reporting and coordinate feedback from Senior Management according to the work plan, the M&E policy and funding available.
  4. Oversee and strengthen global reporting processes (e.g., Institutional Questionnaire), and oversee the production of the IOM Annual Report according to IOM governing body reporting deadlines.
  5. Guide and support IOM Country Offices’ capacity-building to implement the RBM, introducing ICT innovations to manage knowledge at country-level and support data collection, analysis, and use.
  6. Provide strategic direction and advice for applying Results-Based methodology in IOM’s budgeting.
  7. Advise on developments in RBM and strategic planning in the context of UN Development System reforms (including through the UNSPN).
  8. Represent IOM on results-based management related issues in external meetings, workshops and other discussion fora organized by UN agencies, donor agencies and partners.
  9. Lead the development of internal training material for RBM.
  10. Perform any other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Social Sciences, International Studies, Business Administration, or a related field from an accredited academic institution with ten years of relevant professional experience; or,

• University degree in the above fields with twelve years of relevant professional experience;

• Certification in Programme or Project management an advantage.


• Ten years of expert experience in Results-Based Management and Knowledge Management;

• Specialized experience and comprehension of migration projects/programme, project/programme development and management and technical cooperation activities, humanitarian work and other specialized activities in international development;

• Expert experience of report writing and oral communication – demonstrated ability to write institutional documents accurately in a clear and concise drafting style, to review documents for content and style, to deliver formal presentations and to articulate relevant subject matter in a clear and concise way;

• Extensive experience in working with complex partnerships and various stakeholders. Relevant awareness of political and operational complexity of UN operations;

• Demonstrated proficiency, experience and knowledge in the areas of programme, field operations, and analysis.


• Ability to coordinate complex processes and activities and work closely with multiple stakeholders, including senior management and functional and technical counterparts;

• Excellent level of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence skills.


IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
