This position is located in the Planning and Performance Branch, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Chief of the Planning and Performance Branch in New York, UNHQ. Under the overall supervision of the Under­ Secretary General/Emergency Relief Coordinator (USG/ERC), the incumbent will report to the Assistant Secretary General/Deputy Emergency Relief Coordinator (ASG/DERC). The Chief will be responsible for executive direction and corporate functions including strategic planning, evaluations, budget planning and performance monitoring, risk management, organizational guidance, learning and development, culture staff wellbeing, and enterprise risk management.

Responsibilities

Within limits of delegated authority, the Chief of the Planning and Performance Branch will be responsible for the following duties: • Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas within organization and with other organizations of the United Nations System, as appropriate. • Leads, supervises and oversees the work programme of the Branch and ensure coherence around organization wide strategy and engagement including on the OCHA strategic planning and resource allocation, monitoring of organizational performance, risk and result-based management, implementation of the People Strategy and evaluations and reviews. • Co-ordinates and oversees the preparation of the Regular Programme presentation to intergovernmental bodies such as the Committee for Programme Coordination, the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Leads and coordinates reports on programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Leads and advises senior leadership on the organizational culture, duty of care, staff wellbeing, learning and development and oversees the preparation and implementation of OCHA ‘s People Strategy. • Leads and oversees the undertaking of reviews and evaluations, including OCHA’s participation in external inter-agency evaluations. • Oversees the management of activities and provides policy guidance related to oversight bodies including engagement with relevant interlocutors. • Takes the leads in scanning of emerging and innovative opportunities, potential impact and opportunities for the work programme of the organization and oversees the development of guidance, and best practices. Ensures that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data. • Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Leads the preparation of the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Manages, guides, develops and trains staff under his/her supervision and fosters teamwork and communication among staff in the Branch and across organizational boundaries. • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. • Participates/represents OCHA in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Engages and coordinates with key stakeholders across the UN system to support relevant UN reform and strategic alliances and initiatives. • Perform any other duties as requested.

Education

An advanced university degree (master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen (15) years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required. Five (5) years of senior management experience at the international level, including managing cross-functional teams comprised of individuals from diverse professional and cultural backgrounds, is required. Experience in evaluating projects or programmes, shaping organizational strategies and implementation at the senior level is desirable. Relevant experience within the UN Common System or other comparable international organization is desirable.

Languages

French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
