ROLE PURPOSE:
The Child Protection Program Manager will manage the implementation of Child Protection in Emergencies program in the Beqaa Region. The Program Manager is expected to lead on overall program delivery, budget management, staff and team management (including recruitment), partnership management, inter-agency and local government representation. S/He will be responsible for the identification of sectorial needs in the Beqaa Region, will contribute to proposal and strategy development, and will ensure that Child Protection programs are implemented in a timely manner within the project period, with a focus on quality.
The Child Protection Program Manager will ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively.
SCOPE OF ROLE:
Reports to: Area Manager
Staff directly reporting to this post: MHPSS Coordinator & Child Protection Officers
Budget Responsibilities: As per SCI scheme of delegation.
Role Dimensions: Accountable for Budget Management including forecasting and expenditure, proposal and reports writing, local partner management, multi-programs implementation management, decision making, internal and external representation, team management and capacity building.
KEY AREAS OF ACCOUNTABILITY:
Program implementation/management
- Plan, prepare and oversee the implementation of the Child Protection Program in Zahle Area Office, ensuring the timely delivery of a quality program (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frames, implementation plan and individual work plans are developed and performance management is undertaken).
- Ensure a safe programming approach and ensure risk assessments and mitigation plans are in place for child safeguarding.
- Monitor progress against projects’ log frames and implementation plan and that the team has their individual work plans developed and properly followed.
- Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress.
- Apply a high level of technical expertise to the implementation, project design, and capacity building of partners.
- Prepare timely program and donor reports on child protection project activities in compliance with internal SCI requirements and any relevant external donor requirements.
- Integrate child protection with other core sectors, ensure close collaboration particularly with Education, Shelter, WASH, Food Security and Livelihoods.
- Identify areas of implementation according to fields needs through outreach activities and coordination with other Child Protection actors.
- Support the development and adaptation of Child Protection toolkits and curriculums.
- Lead and supervise Child Protection team to ensure proper development goals and objectives are in place and followed.
- Work closely with logistics and human resources teams to ensure procurement and recruitment plans are in place, respectively, and ensure relevant follow-up.
- Ensure that minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Inter-Agency Case Management Guidelines, the Sphere Charter and Inter-Agency Network for Education in Emergencies Minimum Standards.
- Work closely with the MEAL team to ensure the effective monitoring and evaluation of programs.
- Identify opportunities and material to contribute to communications and media work, and support the facilitation of media visits.
Program design/development
- Lead the monitoring and evaluation processes of Child Protection activities.
- Feed in the design of activities according to implementation lessons learned and community feedback.
- Ensure that program interventions continue to be informed by and integrated with other SCI core sectors such as Education, Shelter, and Food Security and Livelihoods.
- Regularly visit program sites to ensure that parents and the community at large are appropriately supported and qualitative and quantitative program objectives are achieved.
- Work closely with Area Manager on identification of gaps in child protection services within the areas of implementation, support fundraising for child protection, including providing input into the development of high quality concept notes, proposals, and budgets.
Team management and capacity building
- Identify staffing needs and participate in the recruitment processes for Child Protection program in Zahle Area Office.
- Take accountability of own and team’s performance and development following SCI Develop to Perform guidelines.
- Provide Child Protection staff with capacity building trainings as per performance management and needs assessments.
- Ensure that the team follow weekly work plans and develop weekly reports.
- Provide regular constructive feedback to direct reports, following SCI’s Performance management procedures, and support direct reports in performance management of their team members.
- Conduct trainings for relevant local NGOs/partners and local authorities on Child Protection and child rights topics.
- Ensure that all child protection staff are complying with code of conduct, Child Safeguarding, and other SCI policies.
Partnerships management
- Identify local partners for the implementation of child protection interventions funded through SCI, and responsible for partnership management to ensure program delivery.
- Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
- Provide continuous program management and facilitate technical support to partners to ensure timely quality programming.
- Work with HR/Finance/Logs teams to ensure partners are receiving adequate support from support sections.
- Facilitate induction and training sessions, and the roll out the capacity building plans for SCI partners.
- Ensure that data is accurately collected by partners and reported according to the provided guidelines.
- Support the program team of partner organization in implementing operational work plans and setting clear targets and activity plans per program sites.
- Clearly communicate targets, program objectives and activity plans to partners and focal points.
- Control and support implementation of compliance requirements.
- Oversee and work with partner’s staff to review monthly progress reports.
- Build and maintain partnership with local NGOs/CBOs to work on the child protection program.
External relationships/representation
- Participate in regular follow up meetings with SCI Members and donors.
- Represent SCI in coordination meetings, forums, and Child Protection Working Groups in the Beqaa Region and be an advocate for children’s right of protection and wellbeing.
- Ensure community acceptance and maintain engagement with local government (municipalities and relevant local representatives of ministries).
- Build and maintain positive relationship with (I) NGOs, local governance structures, and relevant UN agencies.
General
- Ensure that SCI activities are implemented in accordance with SCI policies, SCI child protection strategy and national guidelines and frame works.
- Comply with Save the Children’s policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS
- Bachelor Degree in Psychology, Social Science or other related fields
- Fluency in written and spoken English and Arabic.
EXPERIENCE AND SKILLS
Essential:
- Excellent MS Office skills.
- Minimum 5 years of experience working in the CP field.
- Excellent interpersonal, communication and presentation skills.
- Experience in working with at-risk children and families.
- Understanding of social welfare systems and child protection mechanisms.
- Ability to analyse information, evaluate options and to plan strategically.
- Demonstrated ability to analyse qualitative and quantitative data and to develop databases and data collection tools.
- Experience in team management, including staff training and capacity building of organisational staff and partner staff.
- Experience in community mobilization and in conducting outreach activities.
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
- Good planning and reporting skills.
Desirable:
- Experience working at community level with a wide range of stakeholders.
- Prior experience in a similar position with a local or international NGO.
