The Opportunity

  • Actively involves in CRG strategic development and quality implementation of the CRG program, including development of strategic plans and supporting a portfolio of projects, research and initiatives required to achieve of strategic objectives.
  • Engages in CRG annual operational planning based on the strategic plan and regular internal program planning and review meetings and provides inputs to quarterly and annual reports.
  • Organizes and keeps proper documentation of data and information on Child Rights Governance as per the strategy and multiple projects.
  • Closely work with technical specialist within the unit as well as other thematic sectors and other thematic program managers to ensure synergy and integrated approaches in programme delivery.
  • Facilitate links with key government Ministries and relevant stakeholders for joint CRG advocacy work.
  • Develop innovative and technically sound project ideas and projects that can help the country office effectively achieve its CRG strategic objectives.
  • Facilitate integration of key CRG strategies in Save the Children’s thematic sectors, CSO and government partners.
  • Develop compelling CRG programme and business cases wherever needed through analytical assessment of existing programme experiences, donor and the CO’s priorities in the sector.
  • Provide high quality technical inputs in designing new project proposals.
  • Systematically gather information and needs from beneficiaries and stakeholders in the field to input for the development of sound technical proposals.
  • Initiates and facilitates improvements on CRG approaches and strategies within the CRG strategy.
  • Actively involves in conducting project baselines, midterm reviews/evaluations, and ensure key issues/ recommendations identified are used to improve the current and future programme development.
  • Develop guidelines and manuals that can be used both by Save the Children thematic sectors and partners to improve program delivery.
  • Develop and share information and inputs on CRG issues to be used for Save the Children information and communication materials.

Program Quality and Effectiveness (30%)

  • Ensure the existing CRG quality assurance tools (e.g. quality benchmark, Strategic Planning, Monitoring and Evaluation and Learning-SPEL) are properly applied across program cycle.
  • Ensure that each project has a proper and functional MEAL plan, and ensure use of the plan
  • Work closely with operation team to ensure each CRG project implemented by Save the Children and partners have proper and MEAL plan and IPTT.
  • Work closely with program operation team to support quality implementation including provision of technical support, monitoring the implementation of quality assurance tools and incorporation of recommendations for technical improvements.
  • Promote child and community participation in projects within the sector as well as other thematic sectors through developing guidelines and providing technical support.
  • Ensure cross cutting issues such as gender, child participation, inclusion of children with disabilities, and social accountability are incorporated in the development, implementation and monitoring of CRG projects.
  • Review and provide inputs on quarterly, half annual and completion reports to ensure high quality reports, and recommendation on how the reports can be improved.
  • Together with operation and MEAL team, conduct monitoring visits to projects to ensure quality implementation of project activities.
  • Together with MEAL team, document and disseminate learning and knowledge from project baselines, reviews and evaluations, and community of practices, to technical specialists and program manages for internal reflections and use as well as partners.
  • Work closely with senior advocacy and campaign technical specialists to ensure synergy between CRG, advocacy and campaign and ensure integration with thematic sectors.
  • Fundraising (30%)
  • Lead the growth of Child Rights Governance portfolio, working with Business development and other SCI country Technical Specialist (TS) teams to apply innovative programming approaches and grow the account.
  • Lead proposal development, including proposal design and writing responsibilities for the CRG programs, private and global donors.
  • Position Save the Children as a partner of choice with potential donors and partners.

Partnership Management and Capacity Building (10%)

  • Work with Partnership Unit to facilitate vetting process, establishing strategic partnership with Human Rights Commission, Ministry of SD and Women unit within the ministry, Federal Supreme Court Child Justice Project, Child Court, FCPU, and Federation of National Association of Persons with Disabilities.
  • Together with the partnership unit, undertake assessment and analysis of the capacity of partners to implement CRG projects and contribute to the achievement of Save the Children’s breakthroughs.
  • Together with partnership unit and other relevant thematic sectors, organize experience sharing forums among partner organizations to promote learning on good practices and innovative approaches.
  • Support partner organizations in the course of planning of CRG projects, preparation of periodic and completion reports.
  • Identify and recommend possible supports to partners to build their capacity and to facilitate project implementation.
  • Provide technical supports (e.g. trainings and tools on CRG issues a) to partners as needed.
  • Serve as the main focal person in the implementing partners, and maintain respectful and constructive relations, and regular meetings with partners.
  • Regularly monitor performance of the project to achieve the set project’s objectives.
  • Provide support and guidance; share relevant information and direction to improve quality and achieve timelines

Provide support in reviewing financial and narrative reports and provide advice and guidance to improve accuracy and quality as required.

Essential

  • Minimium of 5 years experience working and collaboration with the government.
  • Ability to advocate for policy change.
  • Child Rights and Child Rights Governance experience
  • Ability to develop briefing papers

Desirable

  • Experience and worked with government bodies and other like minded CSOs

Negotiation Skills, Facilitation Skills

EXPERIENCE AND SKILLS NEEDED:

  • BA/BSC degree with extensive experience in Child Rights Governance work.
  • At least 7 years’ solid experience in planning and coordinating child rights work at National level.
  • Strong experience in working with diverse partners (government, Civil Society, Academia, National Human Rights Institutions) in the implementing child rights in general and CRG work in particular.
  • Depth knowledge on child rights (UNCRC, ACRWC and UPR), social accountability and Investment in Children programming.
  • An understanding on the Concluding Observations of UNCRC and ACRWC Committees of Expertise on State Party Reports, particularly on the situation of the Sudan.
  • Experience in development of child related policies, strategies and plan of actions,
  • Experience in Child Rights Governance and Child Rights Programming, and commitment to Save the Children values.
  • Excellent written and oral communication skills.
  • Highly developed interpersonal and communication skills including influencing and negotiation.
  • Previous work experience in government Ministries (National Level) and NGO environments is an added benefit.
  • Good Computer skills (Particularly Excel, Word and database).
