CiTEC Navigator at FHI 360

CALL FOR SHORT-TERM WORK ENGAGEMENT APPLICATIONS:

FHI 360/Philippines (www.fhi360.org) is looking for CiTEC Navigators (10) for Cebu to perform a short-term work engagement for USAID-funded “TB Innovations and Health Systems Strengthening” project in the Philippines.

PROJECT DESCRIPTION:

The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify, test and help implement approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care. In line with this, the project will support the conduct and management of the City-wide TB Elimination Campaign (CiTEC) in Cebu City to improve TB service delivery, financing and governance in the context of an integrated local health system approach of the Universal Health Care (UHC).

CiTEC aims to generate evidence and develop approaches, tools and systems that can guide the Department of Health (DOH), PhilHealth and local government units (LGUs) in establishing an integrated health care delivery system that will provide affordable quality TB services along the continuum of care. The initiative supports the following: (1) translation of UHC reforms into local policies, (2) use of systematic case finding approaches to find and treat TB, (3) establishment of a health care provider network and (4) setting up of a Special Health Fund to sustain the network. TBIHSS will work with concerned USAID implementing partners (IPs) in assisting Central Visayas Center for Health Development (CVCHD), PhilHealth Regional Office (PRO) 7 and Cebu City LGU in using TB as handle in developing an integrated health system. Monitoring and evaluation of the different interventions under CiTEC is important in ensuring that the necessary technical and operational adjustments are made to help attain the project objective.

JOB SUMMARY:

Reporting to the iNTP Implementation Manager, the Area Coordinator will provide technical assistance, guidance and support to TBIHSS project technical team at the iNTP implementation sites (Valenzuela City, Tarlac, and Cebu City). Provide programmatic and administrative support to iNTP implementation activities planning, management, data collection, monitoring and evaluation at the regional level. Liaise with different partners and counterparts to identify barriers, challenges and potentials that could inform and shape iNTP implementation. Ensure compliance with internal and external regulations. Develops/reviews work plans, reports and prepares presentations, to support project’s objectives and deliverables in close collaboration with different regional partners and counterparts. S/he will be based in the TB Innovations Office but will cover one (1) of the following regions: NCR, Region III, and Region VII to work directly with the respective regional field team.

KEY RESPONSIBILITIES:

· Under the direct supervision of the Navigator Coordinator and the CITEC Project Coordinator, the CITEC Navigators are expected to perform the following tasks:

· Validate the household database with concerned barangay officials and key informants in communities/sitios

· Find and profile households assigned by the Navigator Coordinator for four months  Screen members of assigned households for Covid-19 and TB

· Ensure prompt referral to an appropriate COVID care facility of household member suspected of COVID-19

· Provide proper instruction on how to collect quality sputum specimen to HH members with at least one TB cardinal symptom

· Supervise the presumptive household member during the collection of sputum specimen

· Check the quality and the quantity of sputum specimen submitted by the household member

· Ensure proper storage of sputum specimen collected

· Properly endorse to the RHU staff the sputum specimen collected during house visit and keep the list of presumptive TB for Xpert testing

· Counsel family on the importance of having chest X-ray especially during the pandemic

· Give X-ray voucher to household members needing chest X-ray in Barangay Pasil

· Check on the PhilHealth registration of household members

· Check on the PhilHealth identification number (PIN) of household members, and guide those without PIN in accomplishing the PhilHealth Member Registration Form

· Ensure the accuracy and completion of the profiling and screening forms administered to assigned households, in coordination with key informants in the barangay or target sitios

· Encode the profiling and screening forms, for submission to Navigator Coordinator

· Ensure assigned household members go to the mobile van on the scheduled date for chest Xray (ACF) or follow up HH member given an X-ray voucher was able to go to an X-ray facility  Assist assigned households in accessing services from health providers

· Document the challenges, difficulties and good practices encountered, as well as the actions taken to address the challenges, if any, in the conduct of the above tasks

· Perform other relevant tasks deemed necessary by the Navigator Coordinator

Each Navigator should make sure to have access to a computer for encoding of data gathered. All data and information collected shall not be duplicated, used or disclosed – in whole or in part – for any purpose other than to aid CiTEC activities in Cebu City.

MINIMUM REQUIREMENTS:

· At least high school graduate

· Previous orientation/training on health programs or data collection preferred

· Experience in survey, data collection and health program or project monitoring an advantage

· Strong computer skills – MS Office Excel, MS Word and relevant MS Office applications

· Good analytical and organizational skills

· Ability to speak the local language

· Familiarity with the officials/residents of Mambaling and/or Pasil in Cebu City

· Willingness to conduct regular field visits

· Ability to handle large volume of work and meet tight deadlines
