YOUR MISSION:

ATLAS Logistique’s Civil Engineering activities are projects for the rehabilitation of physical access infrastructures accompanied by capacity building activities for humanitarian actors. These projects are often located in volatile contexts, where security constraints are significant, with few possibilities for exits and a curfew in place.

These short missions are often intended to be control missions (operation, planning, budget monitoring) and/or support missions for field teams.

Your main responsibilities will be:

1 Guarantee the implementation of the CIVIL ENGINEERING project

Sets up intervention processes and plans operations and implementation of activities as defined in project proposals and according to the distribution of roles

2Respect the contractual commitments between HI and the donor(s)

Ensures that the initial operational implementation of the projects will achieve the targets as presented in the project proposal

3 Ensure internal coordination of projects and team management

  • Is responsible for the proper administrative, logistical and financial management of its projects, ensuring good collaboration with support services;
  • Ensures good communication–coordination–information with and between team members;

4 Ensure external coordination of the project

  • In conjunction with the Area Manager or DP, communicates and represents HI to the authorities and all stakeholders on project activities

5 Ensures regular reporting of activities and capitalization

  • Ensures regular reporting (weekly, monthly) of his activities to his manager, through the existing reporting mechanism;
  • Participates in lessor reporting;
  • Produces a handover report before the end of his mission to facilitate the taking up of his successor’s position;
  • Supports the Area Manager in the design and improvement of tools and documents concerning activities in order to capitalize on experiences;
  • Debriefing at Headquarters at the end of the mission;

Active participation and monitoring of the continuous improvement model:

  • Collects all information and tools used for the implementation of projects;
  • Writes notes on lessons learned and best practices identified during the project;
  • Capitalizes on each improvement related to activities in the form of processes;
  • Monitors indicators and achievement of objectives;
  • Participates in the creation and development of the continuous improvement model;

6 Develop and implement a project exit/continuity strategy

  • Actively participates in the assessment and analysis of new needs in the field, as well as in the implementation of the HI country strategy, at the provincial level;

YOUR PROFILE:

  • Civil engineering expertise (road rehabilitation, crossing structures, hot spots, via the THIMO approach), in particular with rapid mobile intervention teams (EMIR);
  • Expertise in capacity building in rapid rehabilitation;
  • Capacity for coordination and external representation, advocacy (being comfortable with donors, humanitarian actors, national/state entities);
  • Mastery of project management;
  • Strong ability to manage a multidisciplinary team even remotely;
  • Proficiency in plan design and mapping software (e.g. ArchiCAD, AutoCAD, SketchUp, ArcGIS, QGIS, etc.).

  • 3-month international contract ideally starting mid-February 2025;
  • The international contract provides social coverage adapted to everyone’s needs:
    • Unemployment insurance collected only for EU nationals;
    • Retirement insurance;
    • Health coverage, repatriation, and welfare covered by HI and the employee;
  • Salary: from €2,450 gross/month; depending on professional experience;
  • Per diem: €725 net/month – paid in local currency in the field;
  • Hardship: €250 net/month
  • Paid leave: 25 days per year;
  • R&R: 5 days every 3 months
  • Position: Unaccompanied:
  • Accommodation: Collective supported by HI;
  • If you are a resident in the country: local package.
