Project Summary:
The purpose of the Racial and Ethnic Equity (REE) Task is to advance the Administration’s priority of removing systemic racism and barriers to opportunity across the globe. Through the Governance Integration for Stabilization and Resilience in the Middle East and North Africa (GISR MENA) mechanism, the REE Task will support local partners in Lebanon, Libya, and Yemen to meet the following three objectives:
- Support local partners in Lebanon, Libya, and Yemen to map and assess existing resources and efforts to protect and promote racial and ethnic equity in the following sectors: education, laws and policies, and media.
- Build capacity of local partners to develop and/or support existing racial equity reforms and initiatives in the following areas: education, laws and policies, and media.
- Support local partners in establishing and/or convening a network of key stakeholders and partners to share knowledge (e.g., best practices, lessons learned), and support the advancement of initiatives and reforms previously listed above.

Position Summary:
MSI is seeking a Civil Society Advisor for the REE Task to be implemented by MSI for USAID Middle East Bureau/Office of Technical Support. Working in cooperation with the Team Lead, the Civil Society (CS) Advisor will provide capacity building support to local partners in Lebanon, Libya, and Yemen to strengthen their organizational, advocacy, and technical capacity to advance efforts that protect and promote racial and ethnic equity. The anticipated timeline for this assignment is November 2021- August 14, 2022.
Responsibilities:
- Assess the capacities of local partners to advance REE initiatives.
- Work with local partners to develop capacity strengthening action plans to address gaps identified in the assessment.
- Support local partners in implementing capacity strengthening action plans/strategies.
- Support the Team Lead and local partners in designing and facilitating an organizational capacity knowledge sharing session at the local partners’ learning event(s).
Qualifications:
- Bachelor’s degree in international relations, government, development studies, business, law, or other relevant international development fields required; Master’s degree in relevant field preferred
- At minimum seven years of experience in capacity building of civil society organizations, advocacy, network, and coalition building, and/or civic engagement.
- Extensive knowledge and application of capacity development frameworks and methodologies.
- Experience in supporting CSOs that represent marginalized communities in the MENA region.
- Experience in integrating gender and social inclusion approaches into organizational capacity development strategies.
- Demonstrated experience working on United States Agency for International Development (USAID) – funded projects.
- Strong written and verbal communication skills in English and Arabic preferred.
