Project Objective:
SI will conduct a formative performance evaluation of the USAID/Ukraine Responsive, Accountable Governance Program. The URAP program aimed to strengthen political processes and institutions, leading to fair and transparent competition as well as political actors that are more connected and responsive to citizens. This performance evaluation will inform the Mission on overall activity progress towards higher-level outcomes as well as any necessary course correction in the final months of activity implementation.
Position Description:
SI is seeking a Subject Matter Expert that will be a core member of the evaluation team, consisting of a Team Leader, a mix of Ukrainian and global Subject Matter Experts on elections administration, political processes, and civil society development. The Subject Matter Expert and the evaluation team will be responsible for all deliverables and reporting requirements including an evaluation work plan, an in-brief presentation and out-brief presentation with the client, and a draft and final evaluation report. Approximately 2-3 weeks will be spent in Ukraine. Work will begin in early August, and the project will conclude in November 2024.
All evaluation team members must conduct in-person field work within Ukraine and be willing to travel within Ukraine*. Locations will be determined based on project relevance and security considerations.

Responsibilities:
- Contribute to desk review and Evaluation Work Plan
- Approximately 2-3 weeks of fieldwork in Ukraine, including Key Informant Interviews, Focus Group Discussions, and online survey dissemination
- Participate in regular check-ins as established by the Team Lead and management team
- Participating in an in-brief and out-brief presentation with the client
- Analyzing the data, assembling findings, conclusions, and recommendations
- Participate in the drafting and finalization of the evaluation report
Qualifications:
- Detailed knowledge and understanding of civil society and political processes. Experience working on Ukrainian civil society and political processes, including Ukraine’s development context and reforms agenda is preferred.
- 5+ years of experience in designing, managing, researching, or leading relevant programming in Ukraine (preferred).
- Advanced degree in relevant field.
- Knowledge of Eastern Europe/Commonwealth of Independent States region development issues required; Ukraine-specific experience strongly desired
- Experience in democracy, rights, and governance evaluations for USAID or another donor in Ukraine or the Europe and Eurasia (E&E) region.
- Experience with qualitative research, including data collection and analysis.
- Established relationships with key stakeholders and actors in relevant sectors.
- Fluency in Ukrainian required. Strong written and oral English language skills are required.
- Must hold Ukrainian citizenship.
