Background:
SoCha LLC is seeking a full-time, qualified individual to fill the role of Collaborating, Learning, and Adapting (CLA) Specialist for the anticipated USAID/Indonesia Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) platform. This multi-year activity will support the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This support encompasses activities related to the design, M&E, CLA, KM, and dissemination of results and learning throughout the program cycle.
The CLA Specialist position will be full-time, based in Jakarta and is contingent upon award.
Scope of Work:
The CLA Specialist will work to:
- Provide Collaborating, Learning, and Adaptation (CLA) support to USAID and its implementing partners (IPs).
- Ensure CLA is intentional, systematic, and resourced throughout the Mission strategy.
- Integrate learning and evidence into project and activity design, portfolio reviews, mid-course stock-taking, and other key decision points and pause-and-reflect moments.
- Develop a CLA plan that addresses collaboration, strategic learning, and opportunities for reflection.
- Engage stakeholders and address knowledge gaps.
- Support enabling conditions for adaptive management throughout implementation of the Mission’s strategy.
- Develop or facilitate Mission technical offices and IPs to develop and execute learning agenda to inform adaptation.
- Plan, manage, and facilitate collaboration and learning events.
- Provide dedicated CLA advice and capacity building assistance.
- Conduct CLA related training.
- Support Mission portfolio reviews and other Mission learning events.
- Oversee the advancement of learning agendas and evidence that improves USAID’s programs.
- Provide other CLA technical support as needed.
We are actively seeking CLA Specialists with experience in one (1) or more of the following areas:
- Driving a culture of learning across Mission portfolios, technical sectors, and with implementing partners. Guiding program and operational learning processes.
- Analyzing and advising Mission leadership on strategic organizational learning initiatives.
- Supporting and guiding USAID teams to use organizational learning to improve processes, mission-level policy, and programs.
- Designing and facilitating collaboration and learning events with USAID staff, partners, and stakeholders.
Qualifications and Experience:
- Experience working in international development or cross-cutting sectors (education, gender, health, youth, governance etc.)
- For Senior-level: an advanced degree and more than seven (7+) years’ experience in one or more of the areas outlined above.
- For Mid-level: a university qualification in a related subject and between three to seven (3-7) years of CLA/organizational learning experience.
- Strong interpersonal and oral presentation skills.
- Professional proficiency in spoken and written English is required.
- Previous experience working for international donor projects in Indonesia strongly preferred.
- Previous experience working for USAID-funded projects preferred.
- Working experience in Indonesia preferred.
- Proficiency in Indonesian preferred.
