Background
SoCha intends to submit a proposal for the USAID Data-Driven Collaborating, Learning and Adapting (CLA) Support Services in the Republic of Georgia. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Georgia and its partners to improve program management and development impact in Georgia. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Georgia, USAID/Georgia requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate CLA approaches within USAID/Georgia and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners, and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.
SoCha is looking for qualified individuals to fill the role of CLA Specialist.

Scope of Work
The CLA Specialist is a mid-level role responsible for coordinating and facilitating CLA and knowledge management activities among USAID/Georgia officials and stakeholders. S/he will execute technical deliverables, contribute to knowledge management, and support the dissemination of monitoring, evaluation, and learning (MEL), working closely with the other members of the project team. S/he will report to the Deputy Chief of Party. S/he will also provide facilitation and event management support.
The CLA Specialist responsibilities include the following:
- Employ a collaborative approach with other implementers (including donors) and other stakeholders, exchanging knowledge and ensuring complementarity, rather than duplication of activities.
- Review and improve implementing partner (IP) activity MEL and CLA Plans.
- Track progress on the USAID/Georgia CLA Plan and support its implementation.
- Coordinate CLA capacity building/training activities for Mission staff, IPs, and other Mission stakeholders, including supporting curriculum and materials development and facilitating the activities.
- Translate learning from the implementation experience and external sources, while also considering how activities should adapt in the face of changes in the implementation context that affect the achievement of expected results.
- Coordinate pause & reflect activities and after-action reviews (AARs).
- Lead on CLA case study development, conducting information collection and knowledge capture activities and drafting knowledge products.
- Support development of learning agendas and the implementation of the learning activities included in the learning agendas (including learning events).
- Support the design of research and evaluation deliverables, manage data collection, implement data analysis, and draft analytical reports and presentations.
- Manage Mission-commissioned events.
- Provide general facilitation and rapporteur support.
Minimum Qualifications and Experience
- Bachelor’s degree in organizational, communications, social sciences, business management, or a related field. Master’s degree preferred.
- More than four (4+) years of experience with event management, facilitation, CLA, organizational learning, adaptive management, change management, monitoring and evaluation, communications and/or knowledge management in the private sector or international development sector.
- Strong facilitation skills with experience designing and delivering learning events, meetings, and trainings.
- Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
- Must be a legal resident of Georgia.
- Excellent communication skills and strong proficiency in written and spoken English.
