CLA Specialist – USAID / India, Accelerating The U.S.-India Partnership Platform (APP) At EnCompass

EnCompass seeks Collaborating, Learning and Adapting (CLA) Specialist candidates for an anticipated five-year United States Agency for International Development (USAID) Accelerating the U.S.-India Partnership Platform (APP) Activity to be based in New Delhi, India. The APP Activity will integrate CLA throughout the design and implementation of USAID/India’s activities and ensure that development activities funded by USAID/India achieve their intended results through strong performance management

The CLA Specialist will lead the development of knowledge management and learning activities and facilitate a culture of collaborative and adaptive management. The CLA Specialist will work to ensure that data collected, and evidence generated are disseminated to and applied by MEL project stakeholders for more effective development programming. If necessary, they may support a portfolio of activities to expand the capacity of USAID/India, implementing partner, and other stakeholders to use and apply data and evidence for more effective development programs.

The position will be full-time and based in New Delhi, with travel throughout the country. Indian citizens are encouraged to apply.

Position Duties and Responsibilities

Essential functions:

  • Oversee collaborative dialogue and learning among USAID, implementing partners, and other stakeholders around emerging issues, facilitate reflections on the implications of new learning, and assist in responding to key learning findings
  • Work closely with the USAID India APP team to develop and maintain a knowledge management system for learning and adapting of development programs
  • Lead CLA assessments and support action planning; develop CLA success stories
  • Develop a learning agenda, with activities and best practices that promote learning, to meet USAID/India goals and manage the promotion and use of the learning agenda
  • Supporting organizing structured learning events for USAID and other stakeholders, as needed
  • Ensure program information is shared and effectively used through knowledge sharing and strategic learning processes to adapt and improve programming as well as bring new innovations to the Mission’s work
  • If needed, develop and implement tools for conducting Capacity Assessments and take leadership in implementing Capacity Assessment Plans targeting USAID/Nepal staff and select organizations
  • In collaboration with the India APP team, they may design training materials, deliver training, and design and maintain evaluation activities to determine effectiveness of capacity strengthening activities, and coordinate with India APP and partner support staff for training deliveries
  • For all activities, ensure clear objectives are set, resources are coordinated, and feedback loops to adjust approaches as necessary are in place
  • Establish, build, and maintain collaborative relationships with stakeholders relevant to the learning needs of USAID/India APP, to include implementing partners and Government of India stakeholders
  • They will be committed to use participatory and strengths-based learning design and delivery approaches, as well as blended learning and evidence-based learning theory in all activities
  • Employ strong CLA practices throughout the work

Qualifications

Academic Qualifications

  • Bachelor’s degree and 6 years’ experience; or Master’s degree and 4 years’ experience in international development, organizational development, social science, or a related field preferred

Experience and Skills

  • Minimum of four (4) years of demonstrated experience leading organizational learning, change management, and/or M&E; Senior candidates should have at least seven (7) years of demonstrated experience
  • Strong familiarity with USAID’s CLA practices; familiarity with USAID’s Evaluation Policy Preferred
  • Understanding of knowledge management as it relates to USAID programs an asset
  • Prior experience in India and/or the region required
  • Strong communication, supervision, and management skills required
  • Fluency in written and spoken English is preferred
  • Proficiency in Hindi and other official languages preferred
  • Citizens of India are strongly encouraged to apply
