Winrock is accepting applications for Climate Change and Environment Advisor candidates for an anticipated Foreign, Commonwealth and Development Office (FCDO) project in Bangladesh. The four-year activity will focus on addressing adverse impacts of climate change on:
- Ecologically vulnerable coastal and haor areas of Bangladesh
- Livelihoods of surrounding communities
The project will increase climate resilience of vulnerable communities and protection and restoration of nature. The Activity will work with the Bangladesh Ministry of Environment, Forest and Climate Change, community groups, civil society, and private sector actors, and will align with the ministry’s vision of “Sustainable Environment and Forest Development.”
The Advisor will be responsible for leading all environmental and climate change related technical aspects of the program. The candidate will coordinate closely with the Team Leader, Deputy Team Leader and other component leads in developing, implementing program activities related to climate change and environment.
This position is contingent on award of funding from FCDO.
ESSENTIAL RESPONSIBILITIES:
You will provide strategic and impactful leadership. Specific responsibilities include but are not limited to:
- Conducting Environmental Impact Assessments
- Reducing vulnerability to the threats posed by climate change. Such assistance should include, but not be limited to, assessing the environmental, economic, and developmental impacts of climate change, and evaluating adaptation measures.
- Addressing and integrating plans, techniques, technologies, and innovations to mitigate impacts of climate change on ecologically vulnerable coastal and haor areas of Bangladesh, and on the livelihoods of surrounding communities.
- Assessing climate change impacts (current and future) and vulnerability of the Sundarbans, and the northeast haor area, and their surrounding communities
- Working with communities and households on promoting climate resilient water supply and sanitation, agriculture, and climate resilient infrastructure
- Assessing current and likely climate change impacts on the ECAs (Sundarbans and Hakaluki Haor) and surrounding communities (based on existing climate and vulnerability data and models)
- Building community awareness of climate change impacts by facilitating climate vulnerability analysis at local level and capacity to address them
- Working with women, disabled, and displaced and vulnerable communities on climate change awareness and mitigation techniques. This includes communication and outreach activities as well as capacity building and training
- Other relevant tasks as required
QUALIFICATIONS AND BACKGROUND:
- Education:
- BA/BS or Master’s degree in International Development, Environmental Science, Natural Resource Management, Forestry, Climate Change, Engineering, Economics, or other related field
- Work Experience:
- 10+ years of experience in Climate Change Adaptation/Mitigation/Resilience
- 5+ years of overseas experience with technical and/or operational issues related to biodiversity, private sector engagement, natural resource management (water and forests), or related issues strongly preferred
- 3+ years of experience working with FCDO (previously DFID)
- 5+ years of experience in senior-level management positions for donor-funded international development projects
- Senior-level staff management experience on large and complex natural resource management projects ($10M+) strongly preferred
- Familiar with the Bangladesh Ministry of Environment, Forest, and Climate Change
- Familiar with the Government of Bangladesh national adaptation objectives
- Demonstrated technical innovation and leadership in climate change programming, strategic planning, and capacity development
- Relevant experience in natural resource management and the land and policy challenges that impact natural resources
- Proven experience working closely with government ministries and ability to foster and maintain good working relationships with officials at national and local levels
- Skills:
- Fluency in English and excellent communication skills (written and verbal)
- Excellent leadership, problem solving, teamwork, interpersonal skills
- Willingness to travel throughout Bangladesh
- Demonstrated experience working independently
- Ability to plan, implement and monitor project activities
- Ability to communicate and work effectively with a wide range of counterparts
- Experience preparing written reports using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, PowerPoint)
