ROLE PURPOSE:

The Climate Change and Green Jobs Technical Advisor provides strategic technical leadership to Thailand Country office in positioning, preparing and implementing portfolio of programmes related to climate change mitigation and adaptation, green skills and green jobs for youth (girls/boys) and women, and disaster-risk reduction. The Technical Lead plays a lead role in setting strategic direction for the sector, designing new programs and projects, and identifying and pursing strategic partnerships. In direct collaboration with Child Poverty Technical Lead, s/he is responsible for ensuring quality for a range of projects and promoting the country office’s (CO) position in this sector. S/he plays a senior representational and advocacy role with key national and international stakeholders as appropriate in the current country context and works regularly with SC members and internal stakeholders to maximize programme impact. The Technical Expert ensures that program learning, research and evaluation findings are channeled towards advocacy, continuous improvements, innovation and new programme design.

KEY AREAS OF ACCOUNTABILITY :

Technical Leadership, Program Design and Development

· Provide leadership for organizational learning on climate change, including when applied to and integrated with food security and livelihoods, adolescents and youth pathways to decent employment and just transitions, climate-resilient agriculture development, education and child protection, and ensuring learnings are shared with internal and external partners.

· Formulate CO’s vision and priorities for long-term programming in climate change and green jobs, aligned with country strategic plans for 2022-2024.

· Introduce innovative ideas and approaches to support adolescents and youth in Thailand; identify needs and opportunities for potential programmes in climate change and green jobs through situation analyses/feasibility studies, networking and leveraging research and evaluation findings from internal and external sources.

· Work with other teams (BD, Ops, Awards) to develop funding strategies and proposals to expand and adapt the climate change and green jobs portfolio in line with strategic priorities, technical best practice, and research/learnings from current/past programming. This involves continuously developing concepts and innovations and packaging these for range of donors, both for proactive and reactive fundraising efforts.

Programme Quality:

· Ensure Thailand CO designs and delivers high quality climate change programmes for children, building on global best practice and Save the Children International approaches. Ensure gender, disability, and resilience considerations are reflected in our programme design and implementation

· Ensure appropriate levels of technical oversight and guidance are provided to programme implementation team to ensure climate change programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledge good practice (e.g. Save the Children Common Approaches); and are likely to achieve scale, as well as equitable and sustainable results

· Oversee development of all technical resources relating to climate change used in Save the Children’s programming to ensure they meet highest quality technical standards

· Ensure meaningful child participation is built into the design, implementation and monitoring of climate change and green jobs programmes, advocacy strategies and communications plans

· Work with Monitoring Evaluation Accountability and Learning (MEAL) technical advisors and staff to establish systems for monitoring the quality of our climate change and green jobs for youth work

· In coordination with MEAL department, ensure interventions are evaluated using appropriate tools, including process and impact evaluations, and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in programme quality and advocacy efforts.

· Build on findings from global green jobs for youth research and support design and implementation of country level research piece to ensure better positioning of the Thailand CO in climate change and green jobs for youth spheres

· Identify internal and external capacity building opportunities and resources to provide high quality technical assistance, supporting technical staff, partner agencies and others to build knowledge and technical competence.

· In cooperation with Child Poverty Technical Lead, ensure quality benchmarks are developed for key interventions in climate change and green jobs segments, as well as all new projects; ensure ongoing analysis of quality benchmarks is used for adaptive management and programme quality improvement

Representation, Coordination and Networking:

· In agreement and coordination with National Director and Programme Director, serve as a key focal and representative point for SC Thailand in all climate change, and green jobs for youth communication.

· Identify partnerships/collaborations and build strong networks with other NGOs, CSOs, donors, UN agencies and academic institutions and the private sector working on climate change, green jobs for youth, climate mitigation and adaptation interventions and other relevant fields that can support SC Thailand programming

· Ensure that the country office has effective representation on national, regional and international networks and forum related to climate change, and green jobs for youth, and that SC Thailand is adequately represented in conferences/meetings that will enhance its reputation and programming

· Actively participate in technical coordination meetings to ensure synergies in respective lines of work

· In coordination with new business development unit, maintain excellent relationships with donors, both in terms of strategic positioning and program delivery; ensure regular and proactive information flow with other departments (Awards, BD, PO, etc.) of the outcome of any discussion for internal coordination and record accordingly.

· Represent CO on the Regional and Global meetings on climate change and green jobs for youth, both internal and external.

· Represent Save the Children’s Thailand climate change and green jobs for youth portfolio to government representatives, media, donors, partner agencies, etc. as required

· Ensure timely and proactive engagement and communication with peers from Asia Regional Office, member offices and other country offices that can contribute to the increased interest for the SC Thailand climate change and green jobs for youth portfolio

Policy and Advocacy:

· Lead on policy development and advocacy for the sector, ensuring that climate change and green jobs for youth technical interventions are designed to inform relevant policy concerns. Develop policy briefs and position papers, ensuring the inclusion of input from the relevant colleagues.

· Lead in networking and articulating Save the Children’s position, policy and strategy in national forums and meetings as appropriate. Engage in key debates related to national climate change and green jobs for youth policies and programs, in coordination with technical colleagues and other relevant staff, as context allows and as per the CO’s engagement principles.

· Identify appropriate strategic partnerships for joint advocacy initiatives on related issues

· In coordination with SC Thailand leadership and Asia Regional Office, engage in strategic positioning with donors, partners and governments in Thailand and ensure that Save the Children is a partner of choice in climate change and green jobs for youth programming

CO Carbon Footprint Management and Development

· Identify negative behaviors contributing to increased carbon footprint of the SC Thailand office and support management in providing learning, advices and substitution of negative practices to increase elements of green business practices internally

· Provide learning on easy to implement practices that can contribute to everyday improvements in environmental practices of SC Thailand management and staff members

QUALIFICATIONS , EXPERIENCE AND SKILLS

QUALIFICATIONS

Academic: Master’s degree in climate change, environment and development, sustainable development, international development, international relations or other relevant subjects.

SKILLS AND EXPERIENCE:

ESSENTIAL:

· Demonstrated experience working on climate change programming, including design, implementation, monitoring and evaluation in Thailand or internationally

· Excellent understanding and experience on key issues and strategies in climate change and/or green jobs for youth (with demonstrated experience of integrating gender dimensions in green jobs)

· Strong technical and analytical skills and ability to synthesize and process information on development and climate change issues

· Experience with complementary approaches to climate change mitigation/adaptation, including food security and livelihoods, disaster-risk reduction, WASH

· Familiarity with global, regional and national climate finance mechanisms

· Proven track record of successful design and/or implementation of climate change programs in development contexts, preferably in Thailand

· Demonstrated ability to build capacity of non-technical program staff in evidence-based climate change approaches

· Highly developed communication skills, written and verbal, and the ability to present information clearly and effectively to a wide range of internal and external audiences, including proposal and report writing skills

· Proven ability to represent the organization in technical and non-technical coordination groups, events and to external audiences in proactive manner

· Good presentation skills including policy briefing

· Fluency in written and spoken English and Thai

· Influential and outspoken individual who is able to convey the message of new workstream and gather support from various stakeholders and actors with and without technical background in the subject matter
