Job Description
The Data Management consultant will support DG in developing a more comprehensive and actionable perspective on the links between climate foreign assistance projects and their corresponding results. The consultant will support the implementation of a newly developed Climate Data Information Platform , that is based on DG’s Aid Management Platform (AMP), a best-in-class Aid Information Management System (AIMS) used by more than 25 countries globally. The consultant will also support the integration of the CDIP with key climate results and financial data on development projects, through a pilot implementation in Rwanda.
Scope of Work and Responsibilities
- Serve as the day to day liaison between the Ministry of Finance and Economic Planning and the Development Gateway implementation team
- Work with Rwandan stakeholders to identify, collect, analyze and leverage information and data use cases for the CDIP
- Support the launch of a streamlined data collection mechanism covering regional and national needs
- Conduct Quality Assurance (QA) on the reported data to identify data management challenges
- Validate the data visualisation created by the team with the stakeholders;
- Support DG’s project lead in drafting the narrative text for the project and donor reporting.
- Provide technical support to Rwandan stakeholders on the use of database systems and data management best practices.
- Provide training and capacity building to Rwandan stakeholders on system usage, management and administration
Qualifications and Experience Requirements
- 5+ years experience in data use or data policy implementation, ideally in climate, or another relevant field;
- 5+ years working in complex stakeholder environments, with a strong preference for experience working with national ministries;
- Experience using data; or supporting people and institutions to make better use of data, or developing effective processes to remove decision-making bottlenecks and promote impact;
- Experience working in Rwanda or the East African region, with familiarity with local regulatory frameworks and cultural contexts.
- Experience conducting trainings
- History of working with diverse, remote team members in a global environment;
- Bachelor’s degree required;
- Fluent in English and French. Knowledge of Kinyarwanda is a plus. Strong writing skills, prioritizing clarity and accessibility.
The initial term of this consultancy will be 4 months, and it is a full-time consultancy position. An option to extend for one year is expected.
Location
This position will be based in Kigali, Rwanda. DG will not provide relocation assistance for the position.
Compensation
Competitive hourly consulting rate of $30–$34, based on location and experience.
