The Norwegian Refugee Council (NRC) is an international non-governmental organisation based in Oslo, Norway that works in over 40 countries providing humanitarian assistance to the most vulnerable populations. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal aid, education, shelter and infrastructure, water and sanitation, and livelihoods interventions.
In Mexico, NRC has been collaborating with local partners since 2019 and is now expanding its reach, starting activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, providing assistance to displaced people in the intervention areas in the country.
1. Objective
If you are an influential leader who has a track record of fostering a collaborative environment and building effective teams, and the ability to collaborate with others while building strong relationships, then this position is for you. NRC Mexico is currently seeking a person for the position of Coatzacoalcos Field Office Coordinator, who will be responsible for leading the development and execution of activities within the Information, Orientation and Legal Assistance, and Protection Against Violence projects. Strengthening the positioning and scaling of these programs in the state of Veracruz, supervising teams, defining action plans, and monitoring the implementation of programmatic and support activities, ensuring compliance with established objectives and the effectiveness of the response on the ground.
2. Main Responsibilities
- Submit periodic reports and manage information for the NRC and project databases.
- Coordinate with Logistics supervision and with the support of Finance the monitoring of the budget and the management of the assigned resources.
- Report critical situations regarding project implementation to supervision in a timely manner (security, access to project implementation areas).
- Ensure compliance with the organization’s coordination and planning routines.
- Represent NRC in coordination spaces and with local authorities by delegation of supervision.
- Monitor and provide feedback on the performance and professional development of assigned team members, in accordance with NRC’s human resources policies.
- Communicate periodically (in accordance with the Performance Management cycle) to the supervisor, the performance balance of the team in charge.
- Technical assistance to implementing partners (if any) within the framework of the projects in charge according to the identified needs.
- In collaboration with the Area Manager and the Health and Safety Manager, continuously analyse the security situation in the area and, when necessary, make joint strategic and operational decisions to guarantee the safety and well-being of the team, ensuring the implementation of appropriate protocols and an effective response to emerging risks.
- Ensure the technical quality and timely implementation of programmatic activities of the projects, compile and send in a timely manner the systematization of information related to the programmatic and support activities of the projects in execution.
- Lead missions to identify populations of interest and, in coordination with the Area Manager and Specialists, define new areas of intervention, as well as intervention exit strategies.
- In coordination with the Skills Specialists, provide technical support to the team under their supervision, create their work and development plans and evaluate them periodically.
- Carry out systematic, organized and efficient monitoring of the financial expenses of the programmatic activities of the projects under its charge and raise the necessary recommendations in a timely manner to ensure proper management of resources. As well as review the request for funding from the base;
- Ensure minimum standards, Code of Conduct and other regulations by all staff.
- Others assigned by the supervisor in the fulfillment of the objective of the position.
3. Professional Competencies
- University degree in Social Sciences (Law, International Relations, Social Work or similar).
- Minimum experience of four (4) years of work in positions of similar responsibility, preferably in the humanitarian field and in the region (Northern Central America and Mexico – NCAM)
- Documented results related to the responsibilities of the position: Programs, Finance and Logistics.
- Knowledge about your own leadership skills/profile.
- Previous experience working in complex and volatile contexts.
- Experience managing teams.
Specific skills, knowledge and experience of the context :
- Knowledge of the operational and security context in which NRC operates.
- High capacity to adapt to challenging work environments.
- Knowledge and proven experience working under the Project Management Cycle.
- Excellent written and spoken command of the Spanish language.
- Experience in providing international protection, case management and durable solutions.
- Demonstrable knowledge on human rights issues, forced displacement, international protection, migration regimes, access to civil documentation and basic services in contexts of human mobility.
- Experience working with vulnerable groups and ability to demonstrate sensitivity to conflict.
- Experience in relations with key humanitarian and state actors;
- Knowledge and experience in handling the Office package and databases.
- Excellent oral and written expression skills.
- Excellent interpersonal relationships, positive attitude and ability to resolve complex situations.
- Knowledge of the humanitarian context in the region (NCAM) and the structures of social organization (Desirable).
- English language proficiency (desirable).
